Description
Pre-solicitation Synopsis Notice: This Pre-solicitation Synopsis Notice is being posted in advance of Solicitation No. M67854-16-R-4806 for the procurement of the Defense Readiness Reporting System - Marine Corps (DRRS-MC). The forthcoming solicitation will be issued on the basis of full and open competition, resulting in an Indefinite Delivery, Indefinite Quantity (IDIQ) contract with a three year ordering period. Information contained in this notice is subject to change. No proposals are being requested at this time. Marine Corps Systems Command (MARCORSYSCOM) has a requirement to procure and intends to issue a solicitation for DRRS-MC. DRRS-MC is Secure Internet Protocol Router (SIPR) only program that serves as the Marine Corps' readiness management system that provides near-real-time readiness information and assessments in conjunction with adaptive planning for commanders to use in making readiness assessments, planning, and operational decisions. It reports the readiness of forces from the lowest capability entity to high-level aggregations that allow commanders to report mission assessments, conduct sustainability and risk analyses, and carry out adaptive planning for the Marine Corps. Utilizing the trade-off process described in FAR 15.101-1, the best value for the Government will be obtained. Best Value award will be to the responsive and responsible offeror whose proposal, conforming to the solicitation, represents the best value to the Government, price and other factors considered, in accordance with the evaluation criteria identified in the solicitation. This procurement is expected to result in one awardee consisting of a minimum of one Delivery Order for DRRS-MC post deployment support. A "D" type contract will be issued with Firm Fixed Price (FFP) type CLINs. Solicitation Number M67854-16-R-4806 is anticipated to be issued within the next month and will be posted on the internet at the Federal Business Opportunities website located at the following address: https://www.fbo.gov. Offerors are instructed to hold all questions until the solicitation has been issued. No phone calls will be accepted. Please be advised, in order to be eligible for award, interested parties must be registered in the System for Award Management (SAM) via https://www.samgov/portal/public/SAM/. On line Certification and Representations are also required. Failure to comply with SAM registration may render an offeror ineligible for award. This is a preliminary notice and does not commit or bind the Government.
