- Description
- This synopsis was amended to remove the NAICS code from the description. The Fleet Logistics Center (FLC) Norfolk, Contracting Department, Philadelphia Office intends to acquire on a competitive basis, spectrum management services to support five primary program areas: (1) frequency assignments; (2) spectrum certification; (3) spectrum plans and policy; (4) Equipment technical support; and (5) Spectrum Reallocation. The Navy Marine Spectrum Center requires technical support to review and analyze various Joint, National, Allied, and International policies, regulations and procedures, research and evaluate spectrum requirements, and identify, analyze, and recommend measures to resolve radio frequency interference and encroachment problems. These programs provide a balanced approach to achieving overall spectrum management for the Department of the Navy. The period of performance is five years from March 1, 2017 with a 30 day ramp up period beginning on February 1, 2017. A single award Indefinite Delivery Indefinite Quantity contract with cost plus fixed fee and firm fixed price capabilities is anticipated. All responsible sources may submit a proposal which shall be considered by FLC Norfolk Contracting Department, Philadelphia Office. The solicitation number is N00189-16-R-Z029, and will be available electronically at www.neco.navy.mil at a later date. A hard copy of the solicitation will not be made available. The response date of the Request for Proposal (RFP) will be established in the RFP. Offerors must be registered in the System for Award Management (SAM) database to be considered for contract issuance. See www.sam.gov for further information and instructions regarding SAM.
