Description
Commercial Item Clauses Combined Synopsis/Solicitation Pricing Worksheet (i)This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. (ii)The reference number applicable to this announcement is EQWPMIE-16-5015. This solicitation is being issued as a request for quote (RFQ), in accordance with FAR 13. (iii)This synopsis/combined solicitation incorporates provisions and clauses effective through Federal Acquisition Circular (FAC) 2005-87-1, dated March 16, 2016. (iv)This requirement is set-aside 100% exclusively for Small Business; NAICS Code: 325510 - Paint and Coating Manufacturing; Size Standard: 1000 employees; PSC: 8010. All qualified small businesses under this industry are encouraged to submit offers. (v)Bidding Schedule: Refer to the Scope of Work, and Offeror Pricing Worksheet attachment accompanying this announcement. (vi)Project Scope: The General Services Administration (GSA) Public Building Service (PBS), has a requirement for paint and paint supplies in support of ongoing cyclical painting of all hallways, doors and trim. Painting to include all restrooms, store rooms and intermediary stairwells. All paint colors must be building standard (will match what is existing) and paints shall be Sherwin-Williams products with low to zero voc's as specified in the supply list. All paint supplies to be name brand or equal quality items. (vii)Required Delivery: The period of performance (PoP) for the contract will extend for 365 days after award. Contractor shall supply the necessary items and quantities of paint and paint supplies, no later than 10 days after receipt of order. FOB: Origin. Supplies must be available for pick up during normal business hours (M-F, 9 am to 5 pm) at a location within 10 miles of 1800 F St. NW, Washington, D.C. 20006. (viii) The provision at 52.212-1, Instructions to Offerors - Commercial, and addenda, apply to this acquisition. (ix)The provision at 52.212-2, Evaluation - Commercial Items, and the specific evaluation criteria included in paragraph (a) of the provision, apply to this acquisition. (x) Offerors must submit a completed copy of the provision at 52.212-3, Offeror Representations and Certifications - Commercial Items, with their offer. (xi) The clause at 52.212-4, Contract Terms and Conditions - Commercial Items, and addenda, apply to this acquisition. (xii) The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes and Executive Orders - Commercial Items, and all indicated additional FAR clauses, cited in the clause, apply to this acquisition. Email size shall not exceed five megabytes. Documents may be compressed (zipped) using WinZip 8.1 or later version. Any corrupted file or media containing a virus could result in the offer not being considered for award. Documents shall be submitted in un-editable Adobe ® Portable Document Format (PDF). (xvi) Any questions relating to the solicitation shall be submitted via email to point of contact noted in (xv) above by 4:30 P.M. March 31, 2016. Any question received after this time/date may not be answered due to time constraints. ADDITIONAL INFORMATION AND GOVERNMENT RIGHTS: (i) Communications: Communications conducted to resolve minor or clerical errors will not constitute discussions and the contracting officer reserves the right to award a contract without the opportunity for quotation revisions. Offerors are cautioned to submit sufficient information and in the format specified in Addendum to FAR provision 52.212-1 - Instruction to Offerors - Commercial Items. Offerors may be asked to clarify certain aspects of their quotation. (ii) Under no circumstances shall the Government be responsible for any response preparation expenses, submission costs, or any other expenses, costs, or damages, of whatever nature incurred because of the respondents participation in this posting.
