Description
THIS IS A SOURCES SOUGHT NOTICE ONLY. This notice does NOT constitute a request for proposal, request for quote, or invitation for bid. The intent of this notice is to identify potential offerors for market research purposes and to determine whether to set-aside the requirement for small business concerns for the upcoming Request for Proposals (RFP) for: Chiller Maintenance for DOD Schools. Naval Facilities Engineering Command Mid-Atlantic is specifically seeking HUB Zone Small Businesses, 8(a) Small Businesses, Service Disabled Veteran Owned Small Businesses, Women Owned Small Businesses, Economically Disadvantaged Women Owned Small Businesses, or other Small Businesses with current relevant qualifications, experience, personnel, and capabilities to perform the proposed requirement. The work includes, but is not limited to, furnishing all labor, supervision, management, tools, materials, equipment, transportation, incidental engineering, and other certified, trained personnel to provide the total maintenance HVAC services on (2) 269 ton rotary screw chillers, (1) 180 ton water cooled rotary chiller, (2) 150 ton air-cooled rotary screw chillers, and (2) 227 ton air cooled rotary screw chillers. Work to be performed includes providing monthly checks to validate proper operations, (4) of those visits will be to perform preventive maintenance, additionally; the following annual services are required: condenser coil cleaning, tube bundle cleaning, oil analysis, vibration analysis. For the Water Tower, work to be performed provides total maintenance, parts and labor, of tower, motor, gear box, fan and annual cleaning of a 200 ton water tower. For the Water Treatment, work to be performed provides monthly treatment of condenser water/external loop. Preventive maintenance HVAC service is provided on (1) 120 ton air-cooled scroll packaged chiller, (1) 260 ton air-cooled variable speed chiller, (1) 180 ton air-cooled variable speed screw chiller. Work to be performed includes providing (4) preventive maintenance visits, annual condenser coil cleaning, annual oil and vibration analysis. Required Reports include: Annual condenser and tube bundle cleanings, oil and vibration analysis, cleaning of water tower, close loop inhibitor analysis. Monthly: List of visits and work accomplished. The Government intends to award a Firm Fixed Price/Indefinite Quantity type contract with a base period of one year plus four (4) option years. The total term of the contract, including all options, will not exceed sixty (60) months. The Contractor may be required to continue performance for an additional period up to six (6) months under the Option to Extend Services Clause. In either case, the Government will not synopsize the options when exercised. The North American Industry Classification System (NAICS) Code for this procurement is 238220 and the annual size standard is $15,000,000. This is a new requirement; there is no current contract in place for the above mentioned services. The Government encourages all Small Businesses, or other Small Business concerns interested to respond, indicating interest in the acquisition by providing to the Contracting Office a one (1) page capability statement and a positive statement of eligibility as a Small Business type. The capability statement shall include the following: Ability to meet all technical requirements outlined in this notice Active in the System for Award Management Registration (SAM) with: oDUNS number oCAGE code Representations as Small Business or other Small Business Concern Type Small Business classification for NAICS Code 238220 If adequate interest is not received from Small Business Concerns, the solicitation will be issued as unrestricted without further notice. The solicitation will utilize source selection procedures which will require offerors to submit a technical proposal which includes: technical experience, safety ratings, past performance references stating how well the contractor performed the work (such as excellent, outstanding, or satisfactory), and a price proposal for evaluation by the Government. Notifications of interest must be submitted in writing via email; phone calls will NOT be accepted. Interested parties should respond as soon as possible but no later than close of business 8 April 2016.
