Description
The U.S. Army Corps of Engineers, New England District is issuing this Sources Sought Announcement for Federal Maintenance Dredging of the Housatonic River Federal Navigation Project in Stratford, CT. This announcement is to determine interest, availability and capability of HUBZone, Service-Disabled Veteran-Owned and Small Business concerns for this project. The project is planned to be issued on or about June 2016. The dredging window, due to environmental constraints, is estimated to be October 1, 2016 to January 31, 2017. The project is expected to take several months. The estimated construction cost is between $5,000,000 and $10,000,000. Project Description: This project consists of the dredging of approximately 225,000 cubic yards (cy) of clean fine-grain sand from the authorized 18-foot-deep and 200-foot-wide Federal channel, with placement of the dredged material directly onto Hammonasset Beach State Park in Madison, CT, approximately 40 miles from the dredge site. Dredging may be accomplished by either mechanical means or by hopper dredge. It is anticipated that a booster pump, an unloader or similar equipment will be needed to pump the sand directly onto the beach from the scow or hopper. Although the estimated dredge window is October 1 to January 31, the actual period for dredging could be narrower if there are delays associated with receipt of funds or required permits Dredging operations will be permitted 24 hours per day and 7 days per week. Interested firms should submit a capabilities package to include the following: business classification (i.e. HUBZone, small business, etc.), a proof of bonding as well as what type of equipment would be utilized for this project. Please indicate your subcontractor team that will be used to support your effort and include their prior experience. Additionally, firms must demonstrate their project experience, within the last five years, in the following work requirements: • Dredging by mechanical means or with a hopper dredge a minimum of 80,000 cubic yards in a consecutive 30-day period in cold-weather months (October through January). • Experience in placement of sand on a beach from a scow or hopper dredge. • Experience in the grading of sand placed on a beach to construct a beach berm or an improved beach profile. The Government anticipates including a definitive responsibility criterion in the solicitation and contract resulting from this market research. After bid opening but prior to award, the apparent low bidder will be required to furnish documentation that demonstrates that the prime contractor or subcontractor responsible for dredging has dredged by mechanical means or hopper a minimum of 80,000 cubic yards in a consecutive 30-day period in a cold-weather month (October through January) with disposal/placement onto a beach. The Government may also include additive bid items in the bid schedule for this project. Contractors may submit feedback on use additive bid items in their responses to this announcement. Responses are limited to twenty pages. Responses are due by April 15, 2016. Interested firms shall provide the above documentation in one original form and one copy. The Government will not pay for any material provided in response to this market survey nor return the data provided. This notice is for information purposes only and is not a request to be placed on a solicitation mailing list nor is it a Request for Proposal (RFP) or an announcement of a solicitation. The results of this survey will be considered to be in effect for a period of one year from the date of this notice.
