- On February 18, 2016 the U.S. Army Contracting Command - Redstone awarded six small business (SB) contracts in support of the U.S. Army Space and Missile Defense Command/Army Forces Strategic Command's (USASMDC/ARSTRAT) Design, Development, Demonstration and Integration (D3I) Domain 2 Program. The awardees are Huntsville, Alabama based firms COLSA Corporation, CybEx LLC (Quantum Research, Inc. and PeopleTec), MEI Technologies Inc., SdA (Sentar, decibel Research, Inc, ASRC Federal Space and Defense), Torch Technologies Inc., as well as Arlington, Virginia based Decisive Analytics Corporation. D3I Domain 2 will provide enhanced warfighter capabilities to the USASMDC/ARSTRAT mission by contractually supporting the Command's efforts to design, develop, demonstrate and integrate products focused on the development of space, missile defense, and high altitude capabilities that enable the Warfighter to effectively support USSTRATCOM, other Combatant Commands, Department of Defense, other Services, and other government agencies. D3I Domain 2 is a Multiple-Award Indefinite-Delivery/Indefinite Quantity vehicle procured as a 100 percent SB set-aside, with two reservations for service disabled veteran-owned SB, and provides for a total potential program ceiling value of $504M. Each awarded contract carries a 5-year base ordering period and two consecutive 2-year optional ordering periods within which specific Domain 2 task order requirements will be competed among the six awardees. The USASMDC/ARSTRAT D3I program will be utilized to conduct research for the development of hardware components and software solutions for space, high altitude, missile defense, Information Integration and Data Exploitation, and Enhanced Warfighter Capabilities. Material and hardware products will be deliverable end items. The total minimum guarantee and maximum quantity and value of supplies or services that the Government will acquire under this contract are as follows: MINIMUM GUARANTEE MAXIMUM GUARANTEE QUANTITY VALUE QUANTITY VALUE 1 Order $10,000.00 N/A $.504B The minimum guarantee specified above shall be executed at the time of basic contract award pursuant to the exception to the fair opportunity process described at FAR 16.505(b)(2)(i)(D) (note that minimum guaranteed task order is an obligation-only task order, which will be issued in order to comply with applicable Department of Defense and Department of Army financial rules (the minimum guarantee task order will not order specific supplies or services nor create an entitlement for the contractor to any or all of the amount obligated, orders for specific supplies and services will be issued subsequently pursuant to the terms and conditions of this contract). The maximum value, as stated above, is a collective ceiling that will be shared among all MAIDIQ awardees across all contracts and task orders awarded. The contracts include contract line items types cost plus fixed-fee, cost plus incentive fee, firm fixed price, and fixed price incentive firm target.
