Description
Indefinite Delivery - Indefinite Quantity, Multiple Award Task Order Contract for Construction Services (SERO) THIS IS A PRE-SOLICITATION NOTICE ONLY. NO ACTION IS REQUESTED OR REQUIRED AT THIS TIME. The National Park Service intends to issue a Request for Proposal (RFP) for Indefinite Delivery-Indefinite Quantity (IDIQ), Multiple Award Task Order Contracts for Construction Services. Work will consist of various types of maintenance and repair services as well as new construction for the Southeast Region throughout the states of Louisiana, Mississippi, Alabama, Tennessee, Kentucky, North Carolina, South Carolina, Georgia, and Florida, including Puerto Rico and the U.S. Virgin Islands. Work may include, but not be limited to: clearing, grubbing, earthwork, culverts, fencing, demolition, drainage and water control structures, and pump stations; fencing; roadway, walks and pavements to include gravel, concrete, asphalt, masonry, and resurfacing; marine construction to include bulkheads, boat docks, and launching ramps; timber construction to include boardwalks, observation decks, pole sheds, and kiosks; building improvements to include structural repair, renovation, alteration, expansion, and improvement to existing structures; asbestos, lead based paint, and mold remediation normally as a component of a repair, renovation or improvement project; new construction; roofing to include shingles, metal, membrane and built-up roofs; siding and sheet metal work; flooring to include ceramic tile, wood, vinyl composition, carpeting, and miscellaneous coverings; painting and wall coverings; doors, windows, entrances; restrooms, plumbing, water, well and sewage service, distribution and treatment; mechanical, plumbing, heating, ventilation, and air conditioning; electrical wiring, lighting, security controls, and code upgrades; fire suppression; fire and intrusion alarms; and storm drainage. SOLICITATION NUMBER: P16PS00425. CODE CLASSIFICATION, SET ASIDE, and PROJECT MAGNITUDE: The North American Industry Classification System (NAICS) code for this work is 236220. The small business standard is $36.5 million. This is a total small business set-aside. The government anticipates awarding between 8 and/or 12 individual MATOC contracts providing sufficient qualified contractors present offers. All responsible firms may submit an offer. Task orders will range from $2,000.00 minimum to $5,000,000.00 maximum for the life of each contract. The minimum and maximum values for single task orders are $2,000.00 and $1,000,000.00. TYPE OF CONTRACT: The Government intends to award firm fixed price contracts for a base year with four option years. EVALUATION FACTORS: Proposals received in response to the solicitation will be evaluated in accordance with source selection procedures outlined in FAR Part 15 for Best Value Trade Off. The Government will award contracts resulting from the solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Non-price evaluation factors, when combined, are significantly more important than price. Non-price evaluation factors are: Relevant Experience, Past Performance, and Technical/Management Capabilities. PUBLICIZING: The solicitation will be available on or about March 11, 2016, through both FedConnect and Federal Business Opportunities (FBO). The contracting office will not provide hardcopies or emailed copies of the solicitation. The solicitation closing date is scheduled on or about April 11, 2016. Actual dates and times will be identified in the solicitation. PRE-PROPOSAL CONFERENCE: A pre-proposal conference is scheduled for March 30, 2016, at a time and location to be provided in the solicitation.
