- This Sources Sought announcement is part of a market survey for information only, to be used for preliminary planning purposes. This is not a solicitation for proposals, and no contract will be awarded from this synopsis. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow up information requests. (Respondents will not be notified of the results of the evaluation). The US Army Corps of Engineers, Los Angeles District is seeking sources in support of Large Scale Civil Works projects primarily within the Southern California area. The purpose of this synopsis is to gain knowledge of interest, capabilities and qualifications of various members of industry, including the Small Business Community to include, Section 8(a), Historically Underutilized Business Zones (HUB-Zone), Woman Owned (WOSB), and Service-Disabled Veteran-Owned Small Business (SDVOSB); and/or to proceed with full and open competition as unrestricted. The Government strives to ensure that there is adequate competition among the potential pool of available contractors. San Pedro Breakwater is located at the west end of San Pedro Bay. It is approximately two miles long, a rubble mound sub-structure, and a super-structure constructed with cut/fitted stone with four layers in the seaward side and five layers on the harbor side. The contractor will be required to remove all visible cut/fitted stone from the water that have been displaced from the structure. These rocks will be stripped of marine growth and used in the repair of the breakwater. Additional voids that need repair will be filled with concrete blocks constructed to simulate the blocks used in the original construction. Blocks are to be interlocked as tightly together as practicable to maintain the structural integrity of the breakwater. Concrete blocks are to be made with epoxy coated rebar with a minimum of two inch cover. The concrete mix shall be suitable for the marine environment. Chinking stone (18" minus) may be used to fill interior (rubblemound) voids of the structure. The required reach for the crane is approximately 200 feet to place 16-20 ton armor stones on the seaward side of the breakwater. All work must be done from the water. Location of this work is the Port of Los Angeles and Port of Long Beach, San Pedro Bay Los Angeles County, CA. The estimated cost range of construction for this project is $1,000,000-$5,000,000 Estimated duration of the project: Four Months North American Industrial Classification System (NAICS) Code applicable to this acquisition is 237990 Other Heavy and Civil Engineering Construction. Small Business Size Standard for this acquisition is $36,500,000. Prior Government contract work is not required for submitting a response to this sources sought notice. Prospective prime contractors interested in this synopsis must respond to the following questions: 1. Offeror's name, address point of contact, phone number and email address. 2. Offeror's capability to perform a contract of this magnitude and complexity per description above and include offeror's in-house capability to execute construction, experience of the prime contractor as well as any major subcontractors may be submitted; comparable work performed within the past 5 years, and brief description of project, customer satisfaction, and dollar value of project. Provide at least 3 examples if applicable. 3. Offeror's type of business and business size (whether large business, small business, HUBZone, Service Disabled Veteran Owned, 8(a)). 4. Offeror's joint venture information, if applicable, existing and potential. 5. Offeror's bonding capability (construction bonding level per contract and aggregate construction bonding level, expressed in dollars). 6. Offerors (other than small businesses) should also provide their assessment of the degree of involvement by Small and Small Disadvantaged Business subcontractors, stated as a percentage of subcontracted dollars. Interested offerors should respond to the Sources Sought Synopsis no later than 5:00PM (PST) on Thursday, April 28, 2015. Interested firms should submit a document describing relevant demonstrated experience and qualifications via email to Lubna.Y.Khilfeh@usace.army.mil and Patricia.B.Bonilla@usace.army.mil. Submissions should not exceed ten- 8.5 inches x 11 inches pages (five pages if printed two-sided). This sources sought announcement is open for responses from both small and large businesses. The Government is seeking to identify qualified sources either singularly or as part of an assembled team under 237990 Other Heavy and Civil Engineering Construction. Submission should address all questions in the sources sought questionnaire and your firm's ability to perform the requirement. All interested firms must be registered in System for Award Management (SAM) to be eligible for award of Government contracts. No hard copy or facsimile submissions will be accepted. Cover letters and extraneous materials (brochures, etc) will not be considered.
