Description
This is not a solicitation, but rather a Sources Sought Synopsis to determine potential sources for information and planning purposes only. 1.1 The purpose of this Sources Sought is to conduct market research to determine if responsible sources exist, to assist in determining if this effort can be competitive and/or a total Small Business Set-Aside. The proposed North American Industry Classification Systems (NAICS) Code is 334511, which have a corresponding Size standard of 1250 employees. The Government will use this information to determine the best acquisition strategy for this procurement. The Government is interested in all small businesses to include 8(a), Service-Disabled Veteran¬ Owned, Hubzone, and Women-Owned small business concerns. The government requests that interested parties respond to this notice if applicable and identify your small business status to the identified NAICS code. Additionally, please provide any anticipated teaming arrangements, along with a description of similar services offered to the Government and to commercial customers for the past three years. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners. 2. Program Details: 2.1 The following information is provided to identify potential contractors who have the skills, experience, and knowledge required to successfully provide the described capability. The Air Force Reserve Command (AFRC) and the Air National Guard (ANG) have a requirement for a Missile Warning System (MWS) for their F-16 aircraft. In order to support MWS, it is anticipated that ANG and AFRC will also require test sets for routine maintenance checks at US Air Force (USAF) flight line locations, including stimulation of passive infrared (IR) and/or ultraviolet (UV) missile warning sensors. Any test sets acquired by ANG and AFRC must be non-developmental, i.e. off-the-shelf or production-ready with proven performance. This action is being conducted to identify potential sources capable of meeting the requirement. All potential sources must describe the following attributes of their system in an unclassified response: a. Is your organization's test set field deployable? What relevant environmental qualification tests and analyses have been accomplished? b. Is your organization's test set already utilized in support of USAF aircraft platforms (strongly preferred)? If so, which aircraft? Please provide information on stock numbers, part numbers, etc. Is the test set used in support of other US military weapons systems? c. Which frequency bands (e.g. UV, one- or two-color IR, etc.) does your test set simulate? What is the stimulation source for each supported band? d. Is the simulation programmable? Please explain. What is the modulation capability and mechanism of modulation for each source? e. Please describe how your test set is operated. f. Does your system require boot up or shut down time? If so, how time do these actions require? g. What are the calibration intervals for your test set? h. What is the mean time between failures (MBTF) for your test set? i. What other support equipment does your test set require to function successfully? 3. This is a request for information seeking sources capable of meeting the requirements in the Purchase Description. When responding please include: a. Company Name and Cage code. b. Who is your POC? Please provide an email address and phone number. c. Experiences with same or similar items. Please describe. d. Suggested NAICS Code. e. Business Size Classification for NAICS and qualifications if any and any sub-category. f. Would you be a prime or subcontractor? g. Lead Time for the task performance.
