Description
The purpose of this amendment is to change requirements and extend the Solicitation closing date. Haku Mele CD Production, Hawaii Volcanoes National Park This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number P16PS00101 is issued as a Request for Quotation (RFQ) to produce and deliver 300 CD's of Hawaiian Music based on original recorded music and text from multiple workshops at Hawai'i Volcanoes National Park in accordance with the attached Scope of Work. This solicitation incorporates provisions and clauses in effect through Federal Acquisition Circular (FAC) 05-86-2, effective February 1, 2016. This acquisition is issued full and open, using NAICS 711510, Independent Artists, Writers, and Performers, size standard $7.5M. The contractor who is selected for this project will provide all labor and materials necessary to complete this scope of work. Delivery Deliver 300 Haku Mele CD's by July 22, 2016. FOB Destination to Hawaii Volcanoes National Park, 1 Crater Rim Drive, P.O. Box 52, Hawaii National Park, HI 96718. The provision at 52.212-1 Instructions to Offerors-Commercial Items applies to this solicitation. The provision at 52.212-3 Offeror Representations and Certifications - Commercial Items applies to this offer- the selected offeror must submit a completed copy of the listed representations and certifications. The clauses at FAR 52.212-4, contract Terms and Conditions-Commercial Items and FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition, to include the following clauses sited and incorporated by reference: FAR 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-13, 52.232-34 and the following clauses in paragraph (c) 52.222-41, 52.222-43, 52.222-55. The full text of the referenced FAR clauses may be accessed electronically at https://www.acquisition.gov/far/. 52.217-8 Option to Extend Services applies to this solicitation. 52.212-2 Evaluation - Commercial Items. (OCT 2014) (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: 1. Past Performance - A. Experience in the production of music CD's from composition to finished product. B. Must show competency in the production of Hawaiian music for the commercial marketplace. C. Proven ability in general music composition. D. Must demonstrate proficiency in the Hawaiian language (minimum university Hawaiian language 201 competency level or greater); E. Experience in writing of Hawaiian language songs and music that are original compositions and 2. Price Past performance is More important when compared to price (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
