Attachment 1 THIS IS A NOTICE OF INTENT TO AWARD A SOLE-SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. The United Stated Army Medical Research Acquisition Activity (USAMRAA) intends to negotiate on a sole source basis, IAW FAR 6.302-1, with Data Sciences International, Inc, 119 14th Street NW Suite 100, Saint Paul, MN 55112, as the only responsible source that can provide DSI Telemetry devices, equipment, hardware, software and surgical services. This acquisition is being conducted under FAR Part 12 Acquisition of Commercial Items. Provisions and clauses in effect through Federal Acquisition Circular 2005-83 are incorporated. United States Army Medical Research Institute of Chemical Defense (USAMRICD), United States Army Medical Research Institute for Infectious Diseases (USAMRIID), United States Army Institute of Surgical Research (USAISR), United States Army Center for Environmental Health Research (USACEHR), United States Army Research Institute of Environmental Medicine (USARIEM), and Walter Reed Army Institute of Research (WRAIR) intends to procure firm-fixed-price Blanket Purchase Agreement with a Five (5) Year Ordering Period for DSI Telemetry devices, equipment, hardware, software and surgical services used to detect and quantify the various blood pressures, bio-potentials, temperatures and activity of animals for research projects. The maximum estimated dollar amount for the duration of the contract is $29,000,000.00. Items being included in this acquisition are listed in Attachment 1 as a component list. The above mentioned DoD Laboratories have reoccurring requirements for telemetry equipment and surgical services that are capable of detecting and quantifying the various blood pressures, bio-potentials, temperatures and activity of animals for research projects. Additionally, the laboratories have a need for various animal species to be delivered to the Labs with telemetry devices pre-implanted. DSI is the sole manufacturer and distributor of the Telemetry Devices, hardware and software for Telemetry systems and pre-implanted animals currently utilized by USAMRIID, USARIEM, WRAIR, USACEHR, USAISR and USAMRICD for ongoing studies. The required telemetry equipment must be able to quantify the blood pressure, bio-potential, temperature and activity of animals using DSI's software currently utilized. DSI's software is approved for use by the Army Information Assurance System. These labs currently have multiple on-going protocols utilizing DSI software, hardware and telemetry devices to collect pressure, biopotential, and/or temperature and activity data from implanted animals. In order to compare data both within and across studies, it is required that the same DSI system be used. The use of any other vendor would negate the previous protocols, resulting in a loss of time and effort. The intended procurement will be classified under North American Industry Classification System (NAICS) 339113 with a Small Business Size Standard of 750 employees. This notice of intent is not a request for competitive proposals and no solicitation document will be posted for this requirement. However, parties interested in responding to this notice shall submit technical data, including cost, sufficient to determine capability in providing the same product. All capability statements received by closing of this notification of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Based on the above information, the only technically acceptable DSI Telemetry devices, equipment, hardware, software and surgical services are provided by Data Sciences International, Inc, 119 14th Street NW Suite 100, Saint Paul, MN 55112.
