- **PLEASE READ: THIS IS A PRE-SOLICITATION NOTICE. NO OTHER INFORMATION IS AVAILABLE UNTIL THE SOLICITATION IS ISSUED ON THE DATE IDENTIFIED BELOW** Solicitation Documents: The solicitation will be issued as a Request for Proposal (RFP) requiring both price and technical proposals responding to evaluation criteria described in the solicitation. Documents will only be available electronically to download from this website on or about April 14th, 2016. Description: The intent for this contract is to secure services for road resurfacing for the maintenance of 10 Road (FSR 48N04) on the Doublehead District of the Modoc National Forest. The work will be done on approximately 10 miles of the roadway. For the first 5 miles, work will be done to patch the potholes. For the last 5 miles of the 10 Road, pothole patching, cleaning and sealing cracks, chip sealing, and fog sealing will be done. Unless otherwise provided, the Contractor shall furnish all labor, transportation, equipment, tools, supervision, materials and any necessary incidentals to accomplish work on this project. Location: The project is located on the Doublehead Ranger District of the Modoc National Forest southeast to the entrance to Lava Beds National Forest. The project will include a 10-mile stretch of the 10 Road (FSR 48N04) next to the southeast entrance to the Lava Beds National Monument. Most of the major work will be done on the last 5 mile of the project site. The project site can be reached by traveling north on Highway 139 from Canby, taking a left at the junction with County Road 97, and making a right turn at 10 Road (FSR 48N04). The majority of the work for the project is located at milepost 5.105 to milepost 10.000 from the intersection of 10 Road with Count Road 97. Price Range: $250,000 - $500,000 Contract Time: Tentative Completion Date of October 1, 2016 Estimated Start Date: August 1, 2016. Set-Aside: THIS SOLICITATION IS OFFERED AS A HUBZONE SMALL BUSINESS SET ASIDE. Bonds: A Bid guarantee is required with the offer. Performance and Payment Bonds in the amount of 100% of the contract price will be required of the successful contractor within 10 days of award. Response Location: Offers will be accepted at the Northern California Acquisition Service Area, Redding Office, located within the Shasta-Trinity National Forest Headquarters at 3644 Avtech Parkway, Redding, CA 96002 NO LATER than the date and time indicated on the solicitation. SAM REGISTRATION REQUIREMENTS: Prospective contractors must be registered in the System for Award Management (SAM) prior to award. SAM is a consolidation of the former Central Contractor Registration (CCR) and On-line Representation and Certification Application (ORCA) databases.
