Description
This procurement is UNRESTRICTED. The Bureau of Land Management (BLM), Oregon State Office intends to establish a Blanket Purchasing Agreement (BPA)s for pallets of personal size (16 to 24 oz.) bottled water, personal size (16 to 24 oz.) bottled sports drink (e.g., PowerAde, Gatorade, or equivalent), and seven (7) to ten (10) pound bags of cube ice for the BLM Vale District. This will be for incident support and general project support. Incidents are generally wildland fires. The response area for these agreements in the BLM Vale District is comprised of Baker County and Malheur County in the State of Oregon. Multiple agreements will be negotiated and awarded. The anticipated award date is May 16, 2016. The estimated start date is approximately June 1, 2016. The BPA may be established for up to five (5) years. Each year a review is required prior to renewal. Vendors will be expected to provide 24 hour contact capability during the fire season to allow emergency orders to be placed any time of the day or night. Incident orders will be placed with the expectation of delivery within 12 hours of placement of order. Agreement holders will be expected to deliver orders to refrigerated trailers at the Vale District yard in Vale, OR, and/or possibly to other locations within the response area that are on highways or major paved roads. Initial orders for each incident (wildland fire) may be up to six (6) to seven (7) pallets of drinking water, three (3) to four (4) pallets of sports drink, and three (3) to four (4) pallets of bagged cube ice. Subsequent orders will typically be single pallet lots. Each order will go to a single delivery location with the capability to unload. An order pickup option to allow Fire Staff to pick up orders is desirable but not required. Agreement holders may offer water, sports drink, or ice, and agreements may list one or a combination of required supplies. To be eligible for agreement award, the firm must be registered in System for Award Management (SAM). Register via the SAM website at http://www.sam.gov. Interested vendors not currently in SAM may contact the Point of Contact for this notice for information. Selection will be made to responsible offerors based on the following significant evaluation criteria, listed in descending order of importance: (1)Capacity: The firm must demonstrate their capacity to perform the work in the required time. Firms will describe its experience and resources in performing orders of similar size. (2)Knowledge of Locality: Firm must demonstrate familiarity with the location area specified with respect to making timely deliveries within the BLM Vale District. (3)Past Performance: Firm must demonstrate successful performance of projects with respect to work quality, compliance to schedules, and cost controls. Past performance information will be obtained from the Past Performance Information Retrieval System (PPIRS) and other sources. Past performance evaluations for any significant subcontractors may also be considered. If no past performance information is available, firm will be assigned a neutral rating. Responses shall reference Solicitation No. L16PS00384 on the face (if electronic, on the subject line) of the submission. All responsible sources may submit a capability statement which shall be considered by the agency. A solicitation package is not provided and no additional project information will be given to firms during this notice period. This is not a request for proposal.
