Description
This request for information (RFI) is being conducted to identify potential sources that could provide the minimum requirements for the design, supply, delivery, installation, implementation and training for a Distributed Numerical Control (DNC) System. The DNC will be delivered to Tobyhanna Army Depot, Tobyhanna PA 18466. The required DNC must have a current Certificate of Networthiness (CoN) approved by NETCOM. This Request for Information (RFI) is issued solely for market research information and planning purposes only and does not constitute a solicitation. Responses will be treated as information only and will not be used as a proposal. The information submitted in response to this RFI may be used to help the Government further define its requirements. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. The Government does not intend to make an award on the basis of this RFI. Companies responding to this RFI are advised their response does not ensure participation in future solicitations or contract awards. The government will not reimburse participants for any expenses associated with their participation in this RFI. All information received in response to this RFI that is marked proprietary will be handled accordingly. Responses to this RFI that indicate that the information therein is proprietary, or represents confidential business information, will be received and held in confidence. Proprietary information submitted, as part of responses to the RFI, should be clearly identified and it will be treated as such. The Government reserves the right to follow up on a one-on-one basis with RFI respondents to gain additional information or clarity about information submitted. Specific Requirements The contractor must be able to meet and provide the following minimum requirements: The Contractor must be able to supply all software, equipment, delivery and labor for the design, supply, delivery, installation, set-up and training for the DNC System using a Commercial-Off-The-Shelf (COTS) application. DNC application software will be hosted on Government owned Windows-based servers and computers. The Contractor shall be responsible to ensure the DNC System software and hardware is fully compatible with Computer Numerical Control (CNC) machining centers currently in use at Tobyhanna Army Depot (TYAD). APPENDIX A lists the CNC machines currently slated for connection to the DNC system. All hardware required to interface the CNC machines to the TYAD network, via the DNC System, will be provided by the contractor. CNC machines are to be connected to the TYAD network via secure interface devices, not through local Windows workstations. All CNC machines will only communicate with a central server. If additional hardware or software are necessary to achieve compatibility, it shall be the full responsibility of the Contractor to provide and install this additional hardware or software. Any DNC system connected to TYADs servers is required to have a Certificate of Networthiness (CoN) approved by NETCOM IAW AR 25-1 ch. 6. All supplied hardware is required to comply with any applicable security technical implementation guides (STIGs) produced by the Defense Information Systems Agency (DISA). DNC System software has the following minimum requirements: • requires x86_64 processor support and multi-threaded execution • shall be compatible with 64-bit Windows 7 or higher for client software, and Windows Server 2012 or higher for server software • shall require support for Oracle 11g R2 or higher, or Microsoft SQL Server Standard 2012 Service Pack 2 or higher • Requires floating licenses for user. Hardware security modules, such as Universal Serial Bus (USB) dongle keys, are prohibited for client workstations. It is preferable that no hardware security modules be utilized for servers. The DNC System must provide capability to create custom reports to satisfy internal and external compliance mandates at TYAD. The DNC system must integrate with existing TYAD PTC Windchill PDMLink System. TYAD uses Windchill PDMLink for its Product Lifecycle Management solutions. The DNC System must be designed to either directly use Windchill PDMLink, or to automatically synchronize with Windchill servers in order to access up-to-date engineering drawings and data. The integration with Windchill can be implemented during installation of DNC system through cooperation between Contractor and Government. Must be able to provide automated method to import existing numerical control (NC) files and associated metadata into the new DNC system. Ability to batch load NC legacy data is required; manual import of data files is prohibited. The Government is seeking contractors capable of satisfying this requirement at the prime contractor level. Potential Offeror Capabilities: Provide the Government with responses to the following items: 1. What is your experience in providing the capability to accomplish the requirements listed above? Include contract numbers, a brief description of the work performed, period of performance, agency/organization supported, and individual points of contact (Contracting Officers or Program Managers). 2. Provide information of approved CoN for the DNC software. 3. Are there any other relevant topics, concerns, and information that will help the Government in forming an acquisition strategy? Response Procedures: Identify a representative to support further Government inquiries and requests for clarifications of the information provided. Respondents should indicate which portions of their response are proprietary and should mark them accordingly. Companies responding to this market research are advised their response does not ensure participation in future solicitations or contract awards.
