Description
Solicitation Number: FA4460-16-B-0003 Pre-Solicitation Notice - Design/Build Repair Building 362 Roof at Little Rock AFB, Arkansas The 19th Contracting Squadron at Little Rock AFB, AR intends to issue an Invitation for Bid (IFB), to award a single, firm fixed-price contract to provide for the design, repair/sustainment of building 362 roof on Little Rock AFB, Arkansas on or about 11 April 2016. The contractor shall provide all necessary design, labor, supervision, equipment, supplies, and materials to complete the project. The contract type will be firm-fixed price with a magnitude between $1,000,000 and $5,000,000. The NAICS code is 238160 and the size standard is $15M. This acquisition will be procured pursuant to the requirements in FAR Part 14 Sealed Bidding. All potential offerors are reminded that in accordance with Federal Acquisition Regulation (FAR) 52.204-7, System for Award Management (SAM), lack of registration in the SAM will make an offeror ineligible for contract award. Additional information or postings will be posted for viewing on FedBizOpps at https://www.fbo.gov/. Tentative bid opening date will be at least 30 days after issuance, or approximately 25 May 2016. Performance period is 280 calendar days after receipt of Notice to Proceed. Notice to potential offeror(s)/supplier(s): Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date for receipt of proposals. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any cost. NOTE: This requirement is a Total Small Business set-aside; therefore, FAR 52.219-14 Limitations on Subcontracting will apply. The clause requires that the concern perform at least 25 percent (25%) of the cost of the contract, not including the cost of materials, with its own employees. NOTE: It is the responsibility of all potential offerors to monitor these sites for release of any future notices and/or release of the solicitation and amendments thereto. NOTES: (1) The solicitation, specifications and drawings will be available on the website on or about 11 April 2016, at the www.fbo.gov website. (2) Hard Copies of the solicitation will NOT be provided. However, you may download and print the file from the website. (3) There is no fee for this solicitation. (4) A registration page is attached to the FBO website. You are not required to register. However, when you register you will receive notice of any amendments and/or addendums that may be issued to the solicitation. If you have not registered, it will be your responsibility to check the website for any changes to the solicitation. (5) Contractors that are Debarred, Suspended, or Proposed for Debarment are excluded from receiving contracts. Agencies also shall not consent to subcontract with such contractors. Proposals prepared by Debarred, Suspended, or otherwise ineligible contractors are at the risk of expense of the contractor. (6) In accordance with DFARS 252.209-7999, award will not be made to any contractor that has a delinquent tax liability or a felony conviction within the preceding 24 months.
