Description
The contractor shall provide all personnel, equipment, tools, materials, vehicles, supervision, labor and other items and services necessary to perform solid waste management for the National Park Service, St. Croix National Scenic Riverway, Namekagon District, Marshland District and Lower District complexes. Solid waste management shall include the collection, transportation, and proper disposal of refuse, debris, garbage, and other allowable solid wastes and recyclable materials. The contractor shall perform to the standards in the contract as well as all Federal, State, and local regulations. Service Locations: Namekagon District facility, W5483 Hwy 63, Trego, WI 54888 Lower District facility, 1009 County Road S, Dresser, WI 54009 Marshland District facility, 15975 Hwy 70, Pine City, MN 55063 For the Namekagon District: The contractor shall supply one (1) Front Load Six Yard (6 Yd.) dumpster for collection of refuse, debris, garbage, and other allowable solid waste items for disposal. The contractor shall also provide one (1) Front Load Two yard (2 Yd.) container for recyclable items. Containers will be labeled or symbolized appropriately. For the Lower District: The contractor shall supply one (1) Front Load Six Yard (6 Yd.) dumpster for collection of refuse, debris, garbage, and other allowable solid waste items for disposal. For the Marshland District: The contractor shall supply one (1) Front Load Six Yard (6 Yd.) dumpster for collection of refuse, debris, garbage, or other allowable solid waste items for disposal. The contractor shall also provide one (1) Front Load Two Yard (2 Yd.) container for recyclable items. Containers will be labeled or symbolized appropriately. Collection requirements: The contractor may use their established vehicle routes and collection schedules to meet the frequency of and satisfy the requirements of this scope of work (SOW). The contractor shall collect refuse and recyclable material during periods of inclement weather. In cases of severe weather exceptions may be made. When exceptions are granted, the contractor shall make up all missed collections within 24 hours after the severe weather has terminated. The contractor shall utilize the route as stipulated by this SOW. In the event the contractor needs to deviate from the established routes or schedules due to severe weather, holidays, break downs, or other circumstances, notice shall be provided to the Contracting Officer ¿s Representative (COR) who will be named at the time of award. Spillage: The contractor shall remove/pickup all spillage within a ten (10) foot radius around all collection points regardless of cause. The contractor shall be responsible for immediately cleaning up any spills, debris, etc., which may occur during servicing of containers during collection. Serviceable Material: The contractor shall not collect or dispose of any material which is placed outside of the containers. Supply and Servicing Containers: Collection of refuse and recyclable materials shall be from contractor provided containers. The contractor shall service all containers. The contractor shall be responsible to maintain an adequate backup stock of containers to replace containers no longer serviceable, when performing repairs, painting or cleaning and meet changing requirements. Recycling: Recyclable materials shall be co-mingled. The contractor shall supply and service all recycling containers. At a minimum, recyclable materials shall include: all glass, plastic, plastic bags, tin and aluminum cans, paper, magazines, newspaper, and cardboard. Other materials which the contractor deem allowable may also be included in the recycling containers. The contractor shall prepare and submit proposed recycling handouts. At a minimum, the handouts shall specify acceptable recyclable items and a pick up schedule. Government Responsibility at pick up location: The government shall ensure that the pick-up site and containers are accessible to the vehicle or manner that the contractor utilizes to collect refuse and recyclable materials. Service Location Collection Schedule: A.The Namekagon District facility is located at: W5483 Hwy 63, Trego, WI 54888. The dumpster and recycling bins shall be placed north of the maintenance complex next to the employee parking area within the existing established location. Collection of refuse, debris, garbage, and other allowable solid wastes shall adhere to the following schedule: Once per week during the months of May through October and once every month during the months of November through April. Collection of recyclables shall occur once per month. B.The Lower District facility is located at: 1009 County Road S, Dresser, WI 54009. The dumpster shall be placed within the existing established location. Collection of refuse, debris, garbage, and other allowable solid wastes shall adhere to the following schedule: Once per week during the months of April through September and once every other week (twice per month) during the months of October through March. C.The Marshland District facility is located at: 15975 Hwy 70, Pine City, MN 55063. The dumpster and recycling bins shall be placed within the existing established location. Collection of refuse, debris, garbage, and other allowable solid wastes shall adhere to the following schedule: Once every other week (twice per month) during the months of May through September and once during the months of December and March. Solid Waste removal and recycling shall be pre-coordinated for December and March with the COR as NPS staff are not always present. Collection of recyclables shall occur once per month. All Collections shall occur between regular business hours of 7:00 am ¿ 4:00 pm (central time zone). Collections shall not occur on weekends or Federal Holidays.
