- Title: P-8A Weapons Bay Heat Lots I & III Description(s): The Naval Air Systems Command (NAVAIR) intends to award a sole source contract to The Boeing Company to modify Fuel Quality Processing Unit (FQPU) firmware to correct deficiencies and improve performance of support of certification of P-8 Air -to-Air Refueling capability. The Naval Air Systems Command (NAVAIR) intends to award a sole source contract to The Boeing Company to modify the P8-A Weapons Bay Heating System to improve the weapon bay heat to maintain ambient temperature at or above 5 degrees Fahrenheit (F). This temperature level is required to allow the carriage and deployment of MK 54 Torpedoes and support of HAAWC IOC. NAVAIR intends to negotiate and award the contract utilizing other than full and open competition pursuant to the authority at FAR 6.3032-1 "Only one responsible source and no other supplies or services will satisfy agency requirements". Pursuant to DFARS 206.302-1(d) and PGI 206.302, a sources sought notice was posted for this requirement. This effort will consist of a modification to the P-8A weapon bay heating system to maintain ambient temperature at or above 5 degrees Fahrenheit (F). This modification includes replacing door seals on the left and right weapons bay doors to prevent cold air from entering the weapons bay, installing a larger capacity 5.5 KW heater and fan assembly, installing new pneumatic ducting, and moving the Venturi downstream of the new fan and existing Y-duct assembly. The modification is required to meet the P-8A Unique REQUID-5170 (Tactical and logistical carriage arrangements which shall satisfy individual store environmental requirements) as described in the P-8A Poseidon Performance Based System Specification (PBSS). The period of performance of this effort is anticipated from contract September 2016-December 2018. This notice of intent is not a request for competitive proposals. The Sources Sought Notice posted to FBO on 8 January 2016 provided the opportunity for interested parties to submit a capability statement identifying its ability to execute the requirement. The Government has completed a review of all written information submitted on or before 25 January 2016 in response to the notice. The Government will not consider any information submitted by interested parties in response to this Presolicitation notice.
