N00164-16-R-JQ68 - SOLE SOURCE - SPARE AND REPAIR PARTS FOR CLIP ON THERMAL IMAGERS (COTI) - FSC 58 - NAICS 334511 Anticipated Issue Date 27 MAY 2016 - Anticipated Closing Date 27 JUN 2016 - Time 02:00 PM EST The Naval Surface Warfare Center, Crane Division, anticipates awarding a five year, Firm-Fixed Price (FFP), Indefinite Delivery Indefinite Quantity (IDIQ) contract with Optics1, 2 Cooper Lane, Bedford, NH 03110, CAGE 1YWM6, to test, evaluate, procure non-warranty repairs, spares, and sustainment for Clip On Thermal Imagers (COTI) systems. The contemplated contract is a follow-on effort to the Original Equipment Manufacturer (OEM) to sustain currently fielded systems. This acquisition is under North American Industry Classification System code (NAICS) 334511, Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing. The anticipated contract award maximum is $1,161,000.00. The FOB point shall be FOB Destination: NSWC Crane. Inspection will take place at the contractor's facility by a DCMA representative and Acceptance will be at Destination. This contract will be placed in accordance with the statutory authority 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." The anticipated contract award date is December 2016. The period for the contract is five years. The basis for restricting competition is the Government does not own or possess the necessary technical data required to repair, sustain or upgrade the existing systems. It is proprietary data to Optics 1 and the Government does not own complete level three drawings or the data rights. Award to any other source would result in substantial duplication of cost and unacceptable delivery delay to the Government. This synopsis is issued to advertise the five year FFP IDIQ contract and requirements that will be met through orders placed against the contract for a five year period from the Government. Since this is a sole source procurement a solicitation will not be posted to the internet. The proposed contract action is for supplies which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302-1. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for proposals. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. Information received in response to this synopsis will normally not be considered solely for the purpose of determining whether to conduct a competitive procurement. To be eligible for award, contractors must be properly registered in the System for Award Management (SAM) and the Joint Certification Program (JCP) in order to receive controlled documents.
