Description
Pursuant to the authority of FAR 13.106-1(b)(1)(i), the Contracting Officer may solicit from one source if the Contracting Officer determines that the circumstances of the contract action deem only one source is reasonably available. The Department of Health and Human Services (DHHS), Program Support Center (PSC), Acquisition Management Services (AMS) on behalf of PSC, Substance Abuse and Mental Health Services Administration (SAMHSA) intends to sole source to: ICF International 9300 Lee Highway Fairfax, VA 22031 In February 2016, the U.S. Department of Health and Human Services (HHS) published proposed revisions to the substance abuse confidentiality regulations (42 CFR Part 2). The Notice of Proposed Rulemaking, titled Confidentiality of Substance Use Disorder Patient Records, was published in the Federal Register on February 9, 2016. The goal of the proposed changes is to facilitate information exchange within new health care models while addressing the legitimate privacy concerns of patients seeking treatment for a substance use disorder. This proposal was prompted by the need to update and modernize the regulations. HHS welcomes public comment on this proposed rule. HHS will consider all relevant comments received by April 11, 2016 The contractor (ICF) will be responsible for assisting CSAT/DSCA/PMB/HIT with the management of public comments under the guidance of HIT in support of a number of legislative and regulatory initiatives. In specific, ICF will implement an established process using their web-based Comment Works® software to analyze and summarize up to 3,000 public comments that SAMHSA anticipates receiving during the public comment period / contract duration. This is not a solicitation for competitive proposal. No solicitation document is available. All responsible sources that have determined that they can provide the same services may submit product information and a capabilities statement addressing their specific abilities regarding this requirement. The email subject line must reference SAM172635. All responses are due by April 11, 2016, 12:00 PM (noon) Eastern Time and can be sent to Vincent Stephens at Vincent.Stephens@psc.hhs.gov. A determination by the Government not to compete this proposed contract base upon responses to this notice is solely within the discretion of the government.
