- This Request for Proposals (RFP) is for adaptively renovating the historic Herrmann house at Minidoka National Historic Site in Hunt, Idaho. PROJECT DESCRIPTION: Renovate an historic two-bedroom house built in the 1950's for future use as an NPS administrative facility in accordance with the attached specifications, drawings, wage determination, and other information. The contractor shall provide all supervision, project management, labor, equipment, supplies, materials, bonds, insurance, etc. to result in completion of the project. The existing structure is wood frame with a shingle roof and wood lapped siding. Contract work includes removing the majority of existing exterior surfaces with some of the material salvaged. Install a new foundation and perform structural modifications. Selectively demolish the interior to preserve as much historic fabric as possible. Construct a new gravel driveway, concrete parking pad, accessible entrance ramp and entry stoop, install new roofing, windows, insulation, interior finishes and materials, electric, mechanical, and water. Install a new sanitary system and a new overhead electrical connection. Connect the water system to the existing well. PROJECT LOCATION: The Herrmann house is near the intersection of Hunt Road and S 1400 E in Hunt, ID 83338. Maps and information about the park may be viewed at www.nps.gov/MIIN. SITE VISIT: A site visit will be held on Wednesday, April 13, 2016, at 11:00 am. Attendance at the site visit is strongly encouraged (not mandatory). DETAILS: This is a best value procurement set-aside for certified HUBZone small business concerns in accordance with FAR Part 19.13. The NAICS code for this project is 236118 and the small business size standard is $36.5 million, average annual gross receipts for the past three years. All work will be performed under a single firm-fixed-price construction contract subject to Wage Rate Requirements (Construction), formerly known as the Davis-Bacon Act. In accordance with FAR 36.204, the estimated magnitude of this construction project is between $250,000 and $500,000. Prior to the solicitation closing date, all offerors must establish and/or maintain an active registration and complete the online representations and certifications at www.SAM.gov. An offer guarantee for 20% of the proposed price will be required with the offer. Performance and payment bonds will be required after award. Prospective offerors must visit FBO periodically to check for amendments and other changes to the contract documents; no notifications will be sent. No hard copies of the solicitation will be mailed or issued. The Government reserves the right to cancel this solicitation. All eligible responsible sources may submit an offer which shall be considered by the National Park Service, however offerors who have not completed the SAM requirements prior to the RFP due date and time will be considered either ineligible or non-responsive and will not be considered for award.
