- Sources Sought Notice for Program Manager Soldier Weapons (PM SW) Technical Support Services The U.S. Army Contracting Command - New Jersey (ACC-NJ) is conducting market research on behalf of PM SW to identify potential sources whom are capable of providing the following categories of technical support services: • Logistics Support • Program Management Research & Development Support • Program Management Production Support • Earned Value Management/Cost Analysis Support Logistics Support: Experience in logistics engineering analyses to include early supportability analyses, level of repair analyses and life cycle cost analyses in accordance with military standards. Program Management R&D Support: Knowledge and experience in updating and staffing all program documents as required for Milestone Decisions. Support includes assisting with scheduling/performance/hardware availability of product demonstrations and coordinating test activities to include hardware availability. Experience should be in the field of weapons or weapon systems. Program Management Production Support: Experience with program management engineering and logistical support for programs in production and working with production facilities and Government operations. Experience in overseeing, monitoring and executing programs, including milestone charts. Experience in performing control functions such as cost, schedule, performance, monitoring/tracking of program assets. Experience should be in the field of weapons or weapon systems. Earned Value Management (EVM)/Cost Analysis Support: Experience in preparation and maintenance of an EVM system for programs that require the service. Cost Analysis Support: Experience in Department of the Army cost analysis techniques, regulations, documentation and knowledge, and experience in all lifecycle estimates of cost. Experience should be directly related to execution of programs and funding requirements of major weapon systems or weapon programs.
