- LSJ Attachment Approval is being requested to award a six (6) month, Firm Fixed Price, Sole Source, contract to Fleishman and Hillard under the General Services Administration (GSA) Federal Supply Service (FSS) contract vehicle. This requirement will also include a six (6) month, option to extend services pursuant to FAR 52.217-8. The current contract W81XWH-10-F-0546 under GSA MOBIS schedule (GS-23-F-0117K) is due to expire on 26 March 2016. The new period of performance will reflect 27 March 2016 through 26 September 2016 with a 6 month option to extend services reflecting 27 September 2016 through 26 March 2017. Contract W81XWH-10-F-0546 was competed and awarded as fair opportunity under the GSA MOBIS schedule. This award provides for the continuation of services and materials supporting the transformation of the Military Health System (MHS) from a reactive to a proactive healthcare system. The "That Guy" campaign is an integrated worldwide marketing and education campaign for Responsible Alcohol Consumption, with the overall objective of reducing the incidence and acceptability of binge drinking and consequent out of control behavior among active duty junior enlisted members. This award includes provision of personnel, materials, travel, paid advertising, research, on-going program evaluation, reports and other related support services. This requirement will provide for a six (6) month base period (March 27, 2016 to September 26, 2016) with an option to extend services for six (6) months (estimated September 27, 2016 to March 26, 2017). FAR Clause 52.217-8 Option to Extend Services will be included in the request for proposal and will be evaluated within the total contract price. The exception to the fair opportunity process applicable to this requirement is authorized by FAR Part 8.405-6(a)(1)(i)(C)-- In the interest of economy and efficiency, the new work is a logical follow-on to an original Federal Supply Schedule order provided that the original order was placed in accordance with the applicable Federal Supply Schedule ordering procedures. The original order or BPA must not have been previously issued under sole-source or limited-sources procedures. Contract W81XWH-10-F-0546 was competed as fair opportunity under the GSA MOBIS schedule using the applicable Federal Supply Schedule ordering procedures in September 2010. This requirement is necessary to avoid a break in critical services and to allow for a new competitive re-compete requirement to be solicited, evaluated, and awarded by the U.S. Army Medical Research Acquisition Activity (USAMRAA) in or around September 2016. USAMRAA is currently in possession of the acquisition package for the new re-compete under DHA tracking number DoP-16-00659.
