THIS PROCUREMENT IS ON HOLD. ANY NEW DEVELOPMENTS WILL BE POSTED TO FBO.GOV UNDER W912GB-16-X-0008. SOURCES SOUGHT NOTICE Site 13437 Fence The purpose of this Sources Sought Notice is to identify qualified firms that are interested in and capable of performing a design build contract in Israel, as described below. The responses to this Sources Sought Notice will be used for planning purposes for an upcoming procurement. Therefore, this Notice does not constitute a Request for Proposal (RFP); it does not guarantee the future issue of an RFP; nor does it commit the government to contract for any supply or service whatsoever. Further, this Agency will not accept unsolicited proposals. Respondents are advised that this Agency will not pay for any information or administrative cost incurred in response to this Sources Sought Notice; all costs associated with responding to this Notice will be solely at the responding party's expense. At this time, proprietary information is not being requested, and respondents shall refrain from providing proprietary information in response to this Notice. Responses to this Notice will not be returned. Please be advised that all submissions become Government property and will not be returned. Not responding to this Notice does not preclude participation in any future RFP, if any is issued. In accordance with FAR 15.201(e), responses to this Notice are not offers and cannot be accepted by the U.S. Government to form a binding contract. It is the responsibility of the interested parties to monitor this site for additional information pertaining to this Notice. FOREIGN MILITARY SALES REQUIREMENT: The work will be administered under Foreign Military Sales (FMS), and United States procurement laws and regulations will apply. The contract will be awarded and paid in U.S. dollars. This procurement will be restricted to United States firms only, in accordance with 41 U.S.C 421, 48 C.F.R. Chapter 1, FAR 6.302-4, and DFARS Part 225. Contractors participating in the anticipated solicitation must be U.S. firms. PROJECT REQUIREMENTS: The USACE Europe District is seeking interested firms capable of a Foreign Military Sales (FMS) design-build contract in the south of Israel. The project involves the design-build of a physical protection fence and associated perimeter access road work. An electronic intruder alarm fence system shall be installed over a new fence system infrastructure, replacing the existing fence around an operating base. The length of the new fence is estimated at about 28.0 kilometers, around a military base. The Electronic System and Security System will be a sole source supplier Senstar U.S., using the Taut Wire Intrusion Detection Sensor (TWIDS) Model DTR-2000. The work includes the detailed design of the physical protection fence and electronic intruder alarm fence system, and its erection. In accordance with DFARS 236.204 Disclosure of the Magnitude of Construction Projects, the project scope is between $10,000,000.00 and $25,000,000.00. KEY REQUIREMENTS: 1. For Intrusion Detection System, the Contractor must use: Senstar U.S. Taut Wire Intrusion Detection Sensor (TWIDS) Model DTR-2000 2. Must have experience with Security Fencing and access control. 3. Primary disciplines- Demolition, Civil (fence, concrete beam under fence grading & culverts) and Electrical (Senstar, cameras, optical fiber). 4. Need to have experience with security measures typically used around a base- such as security bars that need to designed to keep someone from crawling through a culvert and of course the Intrusion Detection System. SUBMISSION OF RESPONSES: U.S contractors interested in providing a response to this Sources Sought Notice should limit their responses to 3-4 pages and shall include the following information: - Completed Sources Sought Form (attached); - Offeror's capability to meet the requirements including specific material and equipment; - Offeror's capability to perform a contract of this complexity; - Offeror's are requested to submit NO MORE THAN three (3) projects of similar scope and complexity performed within the last five (5) years. Include a brief description of the project, customer name, timelines of performance, customer satisfaction, and dollar value of the project. Interested Offerors shall respond to this Sources Sought Synopsis no later than 4:00 PM Eastern Time on 25 January 2016. Email is the preferred method of replying to this synopsis.
