- The full text of the notice is as follows: The US Bureau of Reclamation, Mid-Pacific Region, Supplies & Services Division, Sacramento CA intends to negotiate a contract with River Partners on a sole source basis for Revegitation Literature Review for the San Joaquin River Restoration Program pursuant to FAR Part 13.106-1(b)(1). The sole source contractor is River Partners, 580 Vallombrosa Ave, Chico CA 95926. The awarded contract will be for River Partners to develop a comprehensive review of revegetation design in California's Central Valley and to provide design consultation and expertise for the San Joaquin River Restoration Program (SJRRP) Reach 2B revegetation design efforts. River Partners is uniquely qualified to perform the activities identified in the study description based on proprietary information, in-house experience, geographic area, and past experience working with the SJRRP. Proprietary information developed by River Partners includes the study concept, as well as access to the design and cost details developed internally by River Partners for similar projects, which are of benefit to the SJRRP to have included in the Literature Review. River Partners has completed the ground work on many of the major central valley revegetation projects and has the experience and capabilities to physically implement the restoration projects, not only to plan them. River Partners has proprietary data and information about the requirements, costs, and the methods of physical project implementation that it has used in the Central Valley, along with an analysis of which methods were most successful in the typical Central Valley rivers (low gradient, sandy soil) that will be studied as part of the literature review under this contract. River Partners has been involved with the SJRRP as a member of the San Joaquin River Partnership, a coalition of 15 non-profit conservation organizations working to support the implementation of the SJRRP Settlement, and is familiar with the SJRRP and the Reach 2B project. River Partners developed the concept of performing a formal literature review to gather existing information from their past projects and proprietary concepts as well as other past projects, including an outline of the literature review and specific projects to include in the literature review. River Partners has over 13 years of revegetation design expertise specific to California's Central Valley. 3,000 acres of similar revegetation work has been completed on San Joaquin River floodplains by River Partners (in collaboration with various State and Federal Agencies) since 2002. Various reports have been written, but no comprehensive summary of results and lessons learned from the restoration projects in the Central Valley has been performed. A written summary of Central Valley literature and projects will be instrumental in transferring knowledge to Reclamation's design team and SJRRP Implementing Agencies to ensure revegetation is effective in this location, in addition to ongoing coordination with local experts through the Revegetation Design Group. Firms believing they can provide the services listed above must provide written notification to the Contracting Officer with supporting evidence to that effect in sufficient detail to demonstrate the respondent's ability to meet the stated requirements. This notice is not a request for competitive proposals. All responses received by the due date for responses will be considered by the Government. The due date and time for responses is Friday, April 15, 2016 at 4:30 pm PT. A determination by the Government not to compete this proposed action based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Responses shall be emailed to the Government point of contact below. Responses should include the firm's Dun and Bradstreet number and Tax Identification Number. Firms should identify business size (i.e. small business, other than small business, etc.) in accordance with the size standard for NAICS Code 541620 which is $15M.
