- Statement of Work This is a Sources Sought Notice. The U.S. Coast Guard is seeking qualified sources to provide project management and engineering related support on-site at the Surface Forces Logistics Center, Long Range Enforcer Product Line, Projects Branch in the Ronald V. Dellums Federal Building in Oakland, CA. The information obtained from this notice is for market research only and will be used to determine the method of procurement including whether to set-aside the procurement for small business or other set-aside programs. The North American Industry Classification System code (NAICS) for this project is 541330 Exception C, Engineering for Marine Engineering and Naval Architecture/$38.5 Million Dollars. The anticipated start date will be 01 July 2016 and requirement is anticipated to extend through 30 June 2021. Interested parties must submit the following: 1. Statement of Capability addressing your ability to perform the attached SOW and the following items a, b, and c: a. Describe your company's experience with the United States Coast Guard Surface Forces Logistic Center (SFLC) Long Range Enforcer (LRE) Product Line (PL) particularly providing hull, mechanical and electrical (HM&E) logistical support for planned and emergency repair of Coast Guard cutters including Heavy and Medium Icebreakers, Maritime Security Cutters and High Endurance Cutters. The Project Branch manages complex multi year vessel overhauls, service life extensions, and reactivation of vessels and provides engineering guidance and support to assist with the development and promulgation of maintenance and repair contracts to commercial shipyards and emergent equipment casualty support. Describe your company's ability to fulfill all the requirements in the attached SOW. b. Provide resumes of personnel who possess the knowledge and experience to perform the tasks listed in the attached SOW. Contractor must have practical knowledge of USCG Heavy and Medium Icebreaker cutter shipboard systems and equipment, with a minimum of 5 years experience engineering project management as related to marine vessel alterations (preferably Coast Guard) and 10 years experience in the vessel, repair, alteration and or construction field (preferably with the Coast Guard). c. Discuss your company's knowledge of Coast Guard cutters, cutter configuration, cutter product line management and organization, and cutter procedures for long term maintenance and sustainment. 2. Provide references to equivalent type of work performed in the past three (3) years. Provide customer contract number, company or Point of Contact (POC) name and phone number. All responsible sources are requested to submit the following: company name, point of contact, address, DUNS Number, phone number, fax number, e-mail address, business size and a statement of capabilities. Capability Statement limit is fifteen (15) pages. The 15-page limit is for the Capability Statement only. Please send your response electronically to Jing Liu at Jing.Liu@uscg.mil.
