Description
Full solicitation package (includes form SF-1449) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation number AG-82AK-S-16-0006 is being issued as a request for quote. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-86. This project is set aside for small business concerns under NAICS code 336212 Truck Trailer Manufacturing, small business size standard is 1000 or fewer employees. SCOPE OF WORK: The Rio Grande National Forest is seeking quotes for one 53-foot refrigerated semi-trailer van. This trailer will be used to store tree seedlings during planting season and allow transport of seedlings closer to planting units. SPECIFICATIONS: 53-foot refrigerated semi-trailer van. Trailer is required to meet DOT over-the-highway certifications in terms of tires, brakes, lights, etc. Trailer is to have a standard rear swinging door. A door on the side is not required but can be available. The refrigerated trailer needs to have insulated walls and ceiling with a high thermal efficiency and a low risk of moisture intrusion. The cooling unit needs to have blower vents which allows cool air circulation along the entire length of the trailer. The floor needs to be ducted (have ridges) to allow air to circulate around the entire trailer. The trailer must have a payload capacity of 50,000 pounds or more. The preference is for a dual power refrigeration system (diesel and electric standby). Otherwise a diesel power unit is acceptable. A diesel unit is to have a fuel tank with a minimum capacity of 50 gallons onboard the trailer; two 50+ gallon tanks is preferred. An electrical standby unit is to be powered by 230 volts, single-phase. The refrigeration system maybe single temperature or multi-temperature. If there is not electric standby, Auto start/ stop is preferred. The trailer may be used but it is preferred that the refrigeration unit is new. Used trailers are required to have been manufactured since 2006, be DOT certified and meet the specifications described above. Used refrigeration units are required to have been manufactured since 2010 and have less than 5,000 hours. The refrigerated trailer is to be used for storing tree seedlings for tree planting. The anticipated capacity of a 53-foot trailer is 90,000 to 100,000 seedlings. The unit will generally be parked at an administrative site. Having a highway legal trailer allows for moving the tree cooler closer to tree planting sites, or for use on other planting projects in southwest Colorado. Usually during tree planting projects, the refrigeration unit is in use for one month per project. When in use, the tree cooler needs to have a relatively stable (+/- 3oF), adjustable interior temperature. Good air circulation is required to minimize trees from spoiling. Generally for storing frozen seedlings, cooler needs to be operating at 25o to 29oF. During the thawing process, temperature needs to be at between 33o to 37oF. Delivery to the USDA Forest Service administrative site is included in the purchase arrangement. Delivery site will be the Monte Vista Ad Site, 291 County Road 26 Monte Vista, CO 81144. The following provisions and clauses apply to this acquisition: REFER TO THE ATTACHED SOLICITATION PACKAGE FOR ADDITIONAL PROVISIONS AND CLAUSES. Offerors shall submit their quote in the following format and the quantities specified: (1) One copy of the Price Quote to include: •Completed/Signed Offer, SF 1449 complete blocks, 12, 17a, 30(a,b,c) •Completed Schedule of Items, pg 4 •FAR 52.212-3, pg 19-35, check appropriate blocks •FAR 52.209-11, pg 35, check appropriate blocks •Additional specifications, information, warranty details and photos of proposed unit.
