- This is a synopsis notice, in conjunction to the services described in the Sources Sought Request for Information (RFI) N64498-16-RFI-0029 posted to www.fbo.gov on 29 February 2016. It is intended to award a Firm Fixed Price service procurement, containing no options, as a sole source procurement without providing for full and open competition. This contract shall be procured on a sole source basis to Carolina Power Systems (CPS). The Naval Surface Warfare Center Philadelphia Division (NSWCPD) has established a requirement for the modification of communication software and its' integration with Commercial Off the Shelf Multi-Function Monitor(s). The Government intends to solicit and negotiate with only one source under authority of FAR 6.302-1. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals and does not constitute a solicitation. However, all proposals received prior to the closing date will be considered by the Government. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
