SET-ASIDE: No set-asides. There are no known small businesses that are qualified. HISTORY: 30 Sep 13, Qty: 15,296, Unit price: less than $300 DURATION OF CONTRACT PERIOD: Award of contract through final delivery EXPORT CONTROLLED: Data for this item is export controlled. A company must be certified by the Joint Certification Program (JCP) administered by the Defense Logistic Information Service (DLIS) to be eligible to download documents marked Export Controlled. This certification establishes that a company is a U.S. or Canadian contractor eligible to receive unclassified technical data that is under the control of the U.S. Department of Defense (DoD) or the Canadian Department of National Defense (DND). If you are a vendor outside of the U.S. or Canada you must obtain authorization by the government agency; contact the Contracting Officer directly to obtain the documents. The form and instructions for filling in the form are available at http://www.dtic.mil/whs/directives/infomgt/forms/forminfo/forminfopage2220.html. The solicitation/data package will be available to the data custodian identified in block 3 of the DD Form 2345. The extent of foreign participation has not yet been determined. Foreign owned firms are advised to contact the contracting officer before submitting a proposal to determine whether there are restrictions on receiving an award. Nothing in this notice contradicts other restrictions, identified in the synopsis notice or solicitation, regarding eligible sources. This is a small-business set-aside; therefore, foreign sources may not participate as potential prime contractors but could, if otherwise eligible, participate as subcontractors. QUALIFICATION REQUIREMENTS (QRs): QRs are available for this part number and data is available upon request. There are approved sources at this time. Award will be made only if the offeror meets QRs in accordance with FAR clause 52.209-1. An Ombudsman has been appointed to hear concerns from offerors or potential offerors during the proposal development phase of this acquisition. The purpose of the Ombudsman is not to diminish the authority of the program director or contracting officer, but to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process.
