- THIS IS A PRE-SOLICITATION NOTICE ONLY. The work consists of providing all labor, management, supervision, tools, materials, equipment, and transportation necessary to perform general custodial services at the Herbert Hoover National Historic Site located in West Branch, Iowa. This is a Firm Fixed Price Contract. The period of performance will begin July 01, 2016. This procurement will be a 100% set-aside for Small Business. The contract is for a base year and four (4)-one year options. A firm-fixed price contract will be awarded to the responsible offeror submitting the proposal that provides the best value to the Government. Best value will be determined using the trade-off process as listed in FAR Part 13. In determining best value, the following factors will be considered: 1.) technical; 2.) past performance; 3.) and cost. Funds are currently available for the base period only. There is no guarantee that any contractor awarded the base will be awarded any option year period. The Government will consider use of the option period based on continued need for service, available funding, and contractor performance. The solicitation will be issued as a request for proposal, using NAICS Code 561720. Site Visit: Site visit information will be in the posted solicitation. The solicitation documents will be issued on or about April 18, 2016 and will be posted on Federal Business Opportunities (http://www.fbo.gov/). This notice is for informational purposes only and is not a request for submission of offers. The Government is not obligated to issue a solicitation as a result of this notice. No other information is available until issuance of the solicitation. In order to be awarded a contract an offeror must have a DUNS number, be registered and active in the System for Award Management (SAM), http://www.sam.gov, and have completed their Online Representations and Certifications.
