- Sole Source- Special Notice The USDA Animal and Plant Health Inspection Service (APHIS) intends to award a purchase order on a sole source basis, under the authority of FAR Part 6.302-1, with Cellular Tracking Technologies, LLC., Rio Grande, NJ for solar powered GSM telemetry units with a cellular network based GPS-transmitter unit with greater than 3 year of battery life, with GPS-accuracy of location and the ability to capture and store location information multiple times per day, has an internal antenna to minimize negative impact on the Mute Swan, reduces transmitter failures and that is waterproof. These units will be procured as a commercial item in accordance with the procedures in FAR Part 12 (Acquisition of Commercial Items) and FAR Part 13 (Simplified Acquisition Procedures). The sole source determination is based on Cellular Tracking Technologies, LLC. is currently the only manufacturer that makes a solar powered GPS-capable unit and specification tailored to the research specification. The anticipated total value of the purchase order is $23,300.00. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The deadline for the submittal of responses is 12:00pm eastern time, April 4th, 2016.
