- This announcement constitutes a Sources Sought Synopsis (market survey). This is not a request for quote (RFQ) or a request for proposal (RFP). This announcement is for information and planning purposes only and is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or award a contract. The Government will not pay for any cost incurred in responding to this announcement. Any information submitted by respondents to this Sources Sought synopsis shall be voluntary. The purpose of this sources sought synopsis is to determine interest and capability of potential qualified businesses relative to the NAICS code 811213. The Small Business size standard for this NAICS code is $11.0M. To make an appropriate acquisition decision for this project, the Government may use responses to this sources sought synopsis. Large and Small Businesses are invited to answer this market survey and provide their contact information to determine market capabilities. The 1st Special Operations Contracting Squadron at Hurlburt Field, FL is conducting market research to determine the existence of potential of 8(a) Business Development Program participants capable of providing Land Mobile Radio (LMR) Services for Hurlburt Field, FL. Maintenance services include servicing, troubleshooting, repairing, replacement parts installation, and returning to operation all equipment and systems requiring service to provide continuous and reliable LMR communications to Hurlburt Field command and base agencies. Contractor provided services shall also include continuous and reliable operation of LMR equipment and systems. Hurlburt Field LMR employs a Motorola 7.4 Smart Zone narrowband digital trunking system, a Motorola turnkey technologies multi-site simulcast paging system and a Whelen/Centr Alert siren system. The minimum requirements are as follows: 1. The contractor shall ensure service technicians are qualified with the current version of the Motorola Smart Zone narrowband LMR trunking system. 2. The contractor shall provide only Astro Digital P25, R56 standard and MCC-7500 certified technicians. 3. The contractor shall be an authorized Motorola Service Partner or Motorola Premier Service Partner throughout the life of the contract. 4. The contractor shall ensure the Original Equipment Manufacturer (OEM) specifications on all LMR items repaired and maintained. 5. The contractor shall respond and restore all LMR equipment in accordance with the assigned priority tier response times. The contractor shall be required to provide a technician on-site within two (2) hours should a mission essential emergency call be placed in which resolution cannot be achieved via telephone. No Government furnished repair facility shall be provided on Hurlburt Field, FL. Any interested party who can offer all of the above should submit a written reply of not more than three (3) pages, addressing each of the above items and defining how their location is capable of ALL of the minimum requirements listed above. Each submitted reply must have the contractor's CAGE and DUNS for their company.
