- This is a combined synopsis and solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Request for Quotation (RFQ) number is N66604-16-Q-1004. Incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-85. NUWC Division Newport intends to purchase the following items from Ametek Programmable, San Diego, CA: Ls18-6570A P0wer Supply - Quantity 1. Required delivery date is 10 June 2016, F.O.B. Destination Naval Station Newport; Newport, RI. The basis for the sole source is that Ametek Programmable is the only known source for this item because they are the Original Equipment Manufacturer (OEM) for this required power supply needed for installation in the MK 695 Mod 1 as part of a 'build to print' effort for obsolescence abatement of USN assets. All other timely offers will be considered. Offers for other products must contain complete product information and prices. FAR 52.212-1 Instructions to Offerors-Commercial Items applies. Evaluation will be in accordance with FAR 52.212-2 Evaluation-Commercial Items. Evaluation factors are technical capability, price and past performance. Each is equally important. FAR 52.212-4-Contract Terms and Conditions-Commercial Items and 52.212-5-Contract Terms and Conditions Required to Implement Statues or Executive Orders-Commercial Items apply. The following addenda or additional terms and conditions apply: none. Offers should include price and delivery terms and the following additional information: none required. Defense Priorities and Allocations System (DPAS) rating of DO-C9 applies. Section 508 applies: Item or service is for a national security system - MK 695 Torpedo System Test Set (Lightweight Torpedo Program) (FAR 39.204(b)). Offers must be submitted to Commercial Acquisition, Building 1258, Naval Underwater Warfare Center Division Newport, Code 0222, 1176 Howell Street, Newport, Rhode Island 02841-1708, faxed to 401-832-2417, or submitted via email to tracy.j.hamilton@navy.mil.
