- THIS NOTICE IS FOR SOURCES SOUGHT ONLY. THIS IS NOT A REQUEST FOR PROPOSAL OR INVITATION FOR BID. SOLICITATION, SPECIFICATIONS AND DRAWINGS ARE NOT AVAILABLE. The Government will use responses to this Sources Sought synopsis to make appropriate acquisition decisions regarding the type of procurement to be utilized to obtain construction services for mitigating areas that have had environmental impacts from previous projects, to improve Louisiana's Hurricane Protection System. The US Army Corps of Engineers, New Orleans District, solicits a capability statement from all qualified companies. This sources sought attempts to gain information about the companies in the industry who have experience with forest restoration (planting) with construction features (clearing the site). All construction civil works projects are located in Southern Louisiana. All interested companies are invited to submit a Capability Statement consisting of appropriate documentation, literature and brochures, with requirements listed below, and should include: 1) Firm name, address, telephone, and email address 2) Identification of the company as a Large Business or Small Business with proper certification, and socioeconomic class if Small Business (NAICS Code 561730 business size standard is not to exceed $7,500,000) 3) Proof of a Certified Forester's License and a Certified Herbicide Applicator's License 4) Past experience with forester work and herbicide applicator work and details of prior work successfully completed, to include: a) Work performed on large (over 500 acres in size) and complex planting projects. Include the components of the projects, durations, and successes b) Contracts with nurseries to grow large numbers of trees (over 300,000) for a project and determination if these trees were actually obtained c) Ability to obtain sufficient adequately trained staff to accomplish large projects within specified time frames 5) List of existing teaming agreements in place with other businesses Requirements: Contractor must have a Certified Forester's License (http://www.safnet.org/certifiedforester/) and a Certified Herbicide Applicator's License (http://www.ldaf.state.la.us/licenses-and-forms/) and will need to submit proof. IMPORTANT: Responses must be limited to no more than 10 pages. Submission of a Capabilities Statement is not a prerequisite to any potential future offerings, but participation will assist the Corps in tailoring requirements to be consistent with industry capabilities. This sources sought is for information and planning purposes only and is neither to be construed as a commitment by the Government nor will the Government pay for information solicited. Respondents WILL NOT be notified of the results of the evaluation. Statements that do not meet all requirements or submitted within the allotted time will not be considered.
