Description
Dear Prospective Contractor: This Notice is the second stage of the forthcoming Request for Proposal (RFP) for a Design-Build Construction Contract under Sources Sough No., VA101-16-N-0095 for the expansion of the Willamette National Cemetery in Portland, Oregon. All interested parties are invited to the Department of Veteran Affairs (VA,) Office of Construction and Facilities Management Industry Day Forum to discuss the project scope, small business opportunities and RFP process/intents for VA Willamette National Cemetery in Portland, Oregon. The VA will host an Industry Day Forum to discuss the upcoming Willamette National Cemetery Design-Build construction procurement. The Industry Day Forum is schedule to take place at: Department of Veterans Affairs Office of Construction and Facilities Management 425 I. Street NW Washington, DC 20001 Room 6W306 April 12, 2016, from 1:00pm to 3:00pm EST - 10:00am to 12:00pm PST Remote access will be provided via tele/video conference via GoToMeeting address below: https://global.gotomeeting.com/join/126419365 Dial in via telephone is also available using the phone number and access code below: United States +1 (312) 757-3121 *Access Code: 126-419-365 BUILDING ACCESS REQUIREMENTS: Driver's License or U.S. Federal Government issued Identification. **IF ATTENDING IN PERSON, PLEASE ARRIVE NO LATER THAN 12:45P AS THE SECURITY AND SIGN-IN PROCESS MAY TAKE 15-30 MINUTES** Tentative - topics of discussion: 1:00p - 3:00p "Opening Remarks "Introduction of Project Personnel "Introduction of Contractors/Attendees "Acquisition/Procurement Requirements "Scope of Project "Small Business Participation "Questions & Answer Project Description: The contractor shall furnish all labor and materials to completely to expand the Willamette National Cemetery in Portland, Oregon to accommodate approximately 23,150 gravesites, including pre-placed crypts, columbarium niches and in ground cremains, memorial walls, roadways, stream crossing, utility systems, site furnishings and signage, landscaping and irrigation.. The project shall include an Early Turnover (ETO) phase consisting of approximately 1,200 to 1,800 pre-placed crypts with associated site development requirements which must be completed and accepted for use within 810 calendar days from Notice to Proceed (NTP). The project shall also include renovation of the existing administration building, replacement of the existing maintenance complex, and the master planning of the newly acquired 38-acre adjacent parcel. The Willamette National Cemetery expansion is planned as a Design Build acquisition for award in FY16. The Office of Construction and Facilities Management (CFM) will provide a requirements document consisting of program requirements, environmental and regulatory constraints, topographic and boundary survey, baseline geo-technical survey, performance schedule, and listing of applicable VA/NCA design guides, submission requirements, and planning criteria. The Design Build contract shall include a full complement of design services including the preparation of Master Plan, Schematic Design, Design Development and Construction documents in addition to all construction, commissioning, and LEED Silver certification. The approximate project duration is 1,440 calendar days from the Notice to Proceed. The estimated magnitude for this project is between $20,000,000 and $50,000,000. The North American Industry Classification System (NAICS) is 237990 (Other Heavy and Civil Engineering Construction) with a size standard of $36.5 Million. CFM intends to conduct this acquisition in accordance with Subpart 36.3, Two-Phase Design-Build Selection Procedures.
