Description
RFQ Attachment 1 RFQ This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation: quotes are being requested in accordance with the attached request for quotation (RFQ). The solicitation number is W9132T-16-T-0042 and is being issued as a request for quotation (RFQ). The U.S. Army Engineer Research and Development Center (ERDC), Construction Engineering Research Laboratory (CERL) has a requirement to procure Wiring and Internet connectivity (fiber and LAN) for several lab locations within the lab. The Contractor shall complete four tasks. See the attached RFQ for the full scope of work and all applicable provisions and clauses. An outline is provided below: Task 1: Relocate the existing internet cable pathway between CERL buildings 1 to 2 (Rooms 1119 to 2135). All other cabling (fire, security alarm, etc.) shall remain untouched. a. Install new indoor/outdoor-rated 24-strand Singlemode fiber (SMF) from rm 1119 to 2135. Routing: 1119 to building 1 NE corner, using existing 3" conduit to high-bay SE, to NE, to room 2135. Approximate length 900' - use 1000' for budgeting and to accommodate any minor alternate routing and service loops. b. Terminate and test on LC connectors (AB-BA), all 24 strands, reserve 50/50 for Corps/RDE usage. c. Replace multimode fiber (MMF) SFP switch interfaces to SMF for CorpsNet (qty=4). d. Remove old SMF cable in its entirety after replacement is functional. e. USACE (CorpsNet & RDE) network only, no other systems included (fire, alarm, security, etc.) f. Completion of Reroute between Bld 1 room 1119 & bldg. 2 room 2035: 15 May 2016 g. Installers must be BICSI- certified. Task 2: Soils Lab a. Install new MMF 50/125um OM3 10G 12-strand fiber to ShakeTable (ST) Telecom Room, wall mount, terminate and test all strands on LC connectors (AB-BA). Terminates on rack enclosure in new Soils Lab Telecom Room. b. Install and test 64 Cat 6A F/UTP shielded cable (10Gbps) in Soils Lab, 4 cables per faceplate. Complete provisioning of telecom room per standard TIA/EIA 569 with 2 or 3 free-standing 2-post 84" telecom racks and vertical/horizontal wire management. Ground all elements of the telecom room per standard ANSI J-STD-607-A. Install and patch GFE switches and SFPs. Provide all Cat 6A drop and patch cords. Provide Cat 6A Permanent Link test results and as-built deliverables. Installers must be BICSI-certified. Extended manufacturer's warranty strongly preferred for the 64 Cat 6A copper drops in Soils Lab. All infrastructure cabling elements neatly installed and labeled. c. Environmental provisioning and construction of closets (HVAC, lighting, grounding) - provided by others per TIA/EIA 569 standards. d. Install new 3" conduit between ShakeTable and warehouse (WH). Install GFE 12-strand indoor/outdoor 50/125 MMF OM3 10G 12 strand fiber from ShakeTable Telecom room to warehouse and warehouse to Solar House (SH). Terminate and test all 12 strands ST-WH, and 6 strands WH-SH. Connect existing switches with new fiber and remove all old copper cable to the extant possible. New SPFs are GFE. e. USACE (CorpsNet & RDE) network only, no other systems included (fire, alarm, security, etc) f. Completion of Wiring of Soil & Plant Lab: 15 June 2016 g. Installers must be BICSI- certified. All infrastructure cabling elements neatly installed and labeled. Task 3: CoLPoL Testbed a. Install new MMF 50/125um OM3 10G 12-strand fiber to ShakeTable Telecom Room, wall mount, terminate and test 6 strands on LC connectors (AB-BA). Terminates in small cabinet enclosure in new Soils Lab Telecom Room. Enclosure is 2'x2'x2' min (vendor provided). Must not be 18" deep (i.e. 24"D min). b. New 3" conduit (2" min) to ShakeTable installed by others. c. Install GFE switch, provide and install patch cords or data drops for device connection. d. USACE (CorpsNet & RDE) network only, no other systems included (fire, alarm, security, etc.) e. Completion of CoLPoLWiring Test Bed: 30 June 2016 f. Installers must be BICSI-certified. All infrastructure cabling elements neatly installed and labeled. Task 4: a. From Bldg 3 room 3156 install new MMF 50/125um OM3 10G 12-strand fiber to E-FOB L Telecom Room, wall mount, terminate and test all strands on LC connectors (AB-BA). Terminates on rack enclosure in new E-FOB L RCC Telecom Room. b. Terminates in small cabinet enclosure in new Soils Lab Telecom Room. Enclosure is 2'x2'x2' min (vendor provided). Must not be 18" deep (i.e. 24" D min). c. Install GFE switch, provide and install patch cords or data drops for device connection. d. USACE (CorpsNet & RDE) network only, no other systems included (fire, alarm, security, etc) e. Completion wiring to EFOB L RCC building: 15 June 2016. f. Installers must be BICSI- certified. All infrastructure cabling elements neatly installed and labeled.
