Description
Bidders Library This Sources Sought is being issued solely for information and planning purposes and does not constitute an Invitation for Bids (IFB), a Request for Proposals (RFP), a Request for Quotations (RFQ) or an indication that the Government will contract for any of the items and/or services contained in this notice. In accordance with FAR 52.215-3, Request for Information or Solicitation for Planning Purposes, the Government will not pay for any information/items submitted in response to this Sources Sought. No determination as to the viability of this potential requirement has been made at this point and there is currently no solicitation for this effort. A. BACKGROUND •a. The purpose of this Sources Sought is to conduct Market Research regarding Control Monitor Procedures Trainer (CMPT) Modification program and applies to the Instructor Interface Group in the CMPT (Classroom Trainer AN⁄ GSQ-T46 PN 10493-107 and Launch Facility Trainer (LFT) AN⁄ GSQ-T47 PN 10494-107). The Instructor interface group includes a Video Display Unit, Computer, Keyboard, and software (AM ⁄ B OCP - CPIN: 84L-NS50A ⁄ CMPTOCP-F001-00A, DP - CPIN: 84L-NS50A ⁄ CMPT ⁄ DP-T001-00A, AM ⁄ B-EEP - CPIN: 84L-GSQT46 ⁄ AMEEP-F001-00A, T46 ⁄ T47 ⁄ DEPOT Diag - CPIN: 84L-GSQT46-T001-00A). This will be used to determine if responsible sources exist, and to determine if this effort should be competitive and/or a total Small Business Set-Aside. The Government will use this information to determine the best acquisition strategy for this procurement. The proposed North American Industry Classification Systems (NAICS) Code is 541511, Size Standard $27.5M, which are Computer Software Programming and Design Services. The Government is interested in all small businesses, to include 8(a) Service-Disabled Veteran Owned, Hubzone, and Women-Owned small business concerns. Additionally, please provide any anticipated teaming arrangements, along with a description of similar services offered to the Government and to commercial customers for the past three years. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners. The CMPT Modification Program shall replace the Instructor Interface Group which includes the training software and hardware including the hard drives, motherboards, microprocessors, integrated circuit cards, operating system, memory devices, graphic drivers and monitors. B. PROGRAM REQUIREMENTS •· The solution must create an open architecture for the software to accommodate future development and inclusion of a Graphical User Interface (GUI). •· The solution must replace the current training software improving reliability and maintainability. •· The solution must accommodate existing interfaces with the Instructor Console (T46/T47), Launch Facility Simulator and KS-60 Trainer Chassis Assembly. •· The solution must operate with the Software Development Station (SDS) and Depot Checkout Unit (DCU). •· The solution must be capable of operating with 3 phase, 60 Hz, 120/208 volt line power, 5 amperes per line, ABC rotation input power. •· The solution must not degrade the reliability of the AN/GSQ-T46 and AN/GSQ-T47. •· The solution must maintain the capability for the trainer to detect and isolate functional failures to the Lowest Replaceable Unit (LRU), •· The solution must operate in an environment defined by the launch facility. •· The solution must interact with the re-design/adaptation of the hardware interface between the electronic drawer assembly and the current CMPT system located in the LFTs, the classroom and in the QD lab. •· The solution must support the interaction between the Data Transfer Unit (DTU) and the A5 drawer. •· The solution will have a Mean-Time-Between-failure (MTBF) and Mean-Time-To-Repair (MTTR) factors needed to provide a trainer minimum availability (A) similar to the existing availability of 0.95. C. ACCESS TO BIDDER'S LIBRARY Any interested party will need to obtain the CMPT Technical Requirements Document (TRD) through the bidder's library. All parties must have a verified and current DD2345 MILITARY CRITICAL TECHNICAL DATA AGREEMENT. Approval of the DD2345 must be obtained through the Defense Logistics Agency. Please review the attached "Bidder Library Instructions" for directions for completing the DD2345 form. SOURCES SOUGHT REQUIREMENTS Response Format The following is an outline for responding to this Sources Sought. This outline is intended to minimize the effort of the respondent and structure the responses for ease of analysis by the Government. Please adhere to this format without compromising your response and limit response paragraphs to limit specified in each section below. The following instructions establish the acceptable minimum requirements for the format and content of the responses: •· The electronic copy of your responses must be in an Adobe Systems(R) PDF (Portable Document Format) format and readable by the Adobe Acrobat Reader(TM). •· The first page of the submission must state the Sources Sought title and provide the name, e-mail address, and telephone number for the individual that can be contacted for clarification or questions regarding this submission. •· To aid in Government review, the total pages for the entire submission are limited to not more than five (5) pages and file size shall not exceed 5 MB. •· Any proprietary data that is included in the response must be marked appropriately at the paragraph level (page level is acceptable for full page table, graphs, etc). Any response marked proprietary at the document level will not be considered. Section 1: Company Profile (please limit this section to a single page) 1. Please describe your company's general experience engineering and modifying DoD-approved subsystems. 2. Describe similar services offered to the Government or to commercial customers within the past three years. 3. What current access does your company have to government-shared databases? 4. What is your business size and type (i.e. small, woman-owned, veteran-owned, etc.) assuming NAICS Code 541511. Section 2: Capability (please limit this section to no more than two pages) 5. What experience does your company have working with software development for a trainer system? 6. What experience does your company have with software assurance, protecting critical program data, and cybersecurity? 7. What experience does your company have managing software reliability? 8. What experience does your company have with software maintenance? 9. What experience does your company have integrating software and hardware? 10. What experience does your company have providing an open architecture to support future introduction of a GUI? 11. What experience does you company have designing software and hardware to accommodate long term maintenance and address obsolescence? 12. What experience does you company have converting FORTRAN 77 to modern operational code? 13. What experience does your company have with generating, editing, reviewing, and validating specifications, drawings, Process Orders (POs), Operating Instructions (OIs), and Technical Orders (TOs)? Do you have the ability to update this information (e.g. Engineering Orders, Engineering Change Notices, and Engineering Change Orders)? 14. This effort will include installations in the field. Installation teams will need to have the appropriate clearances to enter facilities. Will your company's team members have a minimum of a Secret clearance? Section 3: Proposed Approach (please limit this section to a single page) 15. Would you recommend a different NAICS Code than 541511? 16. In your company's opinion, which "contract type" is applicable to this solution? 17. Please provide a simple outline and schedule for this effort. 18. If subcontracting is a part of the solution, what percentage will be subcontracted? 19. If combining another company's technologies with your own, what blend/percentage of the effort is your corporate input? What impacts to the supporting company's technology is anticipated? 20. What parts of the system will your company provide as Commercial Off-the-Shelf (COTS) items? Section 4: Additional Comments/Information (please limit this section to a single page) 21.
