- J&A Purchase Description The Army Contracting Command - Redstone Arsenal (ACC-RSA) is issuing the following notice of intent to make sole-source award/combined synopsis/solicitation for commercial items under the authority of Federal Acquisition Regulation (FAR) Subpart Part 12.6, FAR Subpart 13.5, and 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1 entitled, "Only one responsible source and no other supplies or services will satisfy agency requirements", as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. It is the Government's intent to award a sole-source purchase order to Spirent Federal Systems, Inc. In accordance with 10 U.S.C. 2304(c)(1) and FAR 6.302-1, the Government intends to award a sole- source contract to provide RDECOM SED with the Spirent GSS9000 Series Simulator and Equipment. This Spirent GSS9000 Series Simulator and equipment has been determined by the UH-60M Project Office to be the only one available which met systems requirements in the development cycle of the UH-60M Blackhawk. Spirent Federal Systems Inc is uniquely qualified to provide that support because they are the sole developer and supplier of the original software. Software Engineering Directorate (SED) must procure the Spirent GSS9000 Series Simulator and equipment to assure that no interface or capability gaps are introduced into the laboratory environment which might affect testing of the UH-60M System Integration Lab. The Period of Performance for this contract will be one year from date of award. The Contractor shall furnish all personnel, equipment, labor, tools, materials, supervision, transportation and other items and services necessary to provide the Spirent GSS9000 Series Simulator and Equipment. This requirement is in support of RDECOM, Redstone Arsenal. The following provisions apply to this acquisition: 52.212-1, Instructions to Offerors - Commercial. The offeror must include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Items, with its offer. 52.212-4, Contract Terms and Conditions -- Commercial Items. 52.212-5, Contract Terms and Conditions Required To Implement Statutes Or Executive Orders -- Commercial Items. 252.232-7003 Electronic Submission of Payment Requests and Receiving Reports. Additional FAR and DFARS terms and conditions determined by the contracting officer to be necessary for this acquisition and consistent with customary commercial practices may also be incorporated into the contract. In accordance with FAR 5.207, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency.
