- Description
- The Naval Air Systems Command (NAVAIR) intends to award a contract to The Boeing Company (Boeing), Seattle, WA, on an other than full and open basis for initial research, development, test, and evaluation planning support services associated with: developing, manufacturing, and integrating into the P-8A aircraft and associated systems, laboratories and support equipment new, improved/upgraded, or replacement systems, subsystems, hardware and software; laboratory, air worthiness, modeling and simulation, wind tunnel, ground, and flight testing; engineering investigations, trade studies, and analyses; integration support for avionics, communications, mission, and weapons systems; and flight test aircraft and laboratory sustainment. The planned period of performance is from August 2016 through January 2018. The effort shall be procured pursuant to 10 U.S.C. 2304(c)(1) and FAR 6.302-1, "Only One Responsible Source and No Other Type of Supplies or Services will Satisfy Agency Requirements." Boeing is the sole designer, developer and manufacturer of the Boeing 737-800ERX P-8A as well as the sole integrator of systems, and therefore is the only contractor with the requisite knowledge, experience, and technical data that can meet the Government's requirements on a timely basis. This notice of intent is not a request for competitive proposals. Interested parties, however, may identify their interest and capability by responding to this requirement. The Government will consider all capability information received prior to the closing date of this synopsis. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No phone inquiries will be entertained.
