402_2016_Omnibus_Cert_Pamphlet Tokyo CMR FY16_FedBizOpps_PreSolicitation Notice_Posted 2016.03.31 DOS-DS_Prohibited Countries List Matrix2015 402_Public_Release_of_Information_Letter_2014 DESCRIPTION Solicitation Number: SAQMMA-16-R-0291 / Tokyo CMR Upgrade FY16 Notice Type: Pre-Solicitation to U.S. Small Businesses and to non-U.S. Businesses SYNOPSIS The U.S. Department of State (DOS), Office of Acquisition Management (AQM) and Bureau of Overseas Buildings Operations (OBO) is seeking high quality firms experienced in the Design/Bid/Build Project per the Statement of Work (Work or Project) as summarized herein. This Pre-Solicitation is open to U.S. Small Businesses and to Non-U.S. Businesses, except as restricted in the attached List of Prohibited Countries. Section 11 of the Foreign Service Buildings Act of 1926, as amended, (22 U.S.C. 302), known as the "Percy Amendment," applies to the U.S. Small Businesses. Businesses responding to information requested per this Pre-Solicitation shall be evaluated and determined solely by the U.S. Government for eligibility to continue to compete (as Eligible Firms) in the follow-up Request for Proposals (RFP), to be released to the Eligible Firms. The U.S. Government at its sole decision may amend or terminate this Pre-Solicitation and RFP, without incurring any liabilities or obligations from any party responding to this Pre-Solicitation and/ or the follow-up RFP. Pre-Solicitation Dates Pre-Solicitation Notice Posted: Thursday, March 31, 2016 Email Responses due by: Thursday April 14, 2016 by 3:00 pm WDC / Eastern Time Eligible Firms Notification: to be by eMails. Solicitation RFP Documents Posted in ProjNet: Eligible Firms, as defined herein, to be notified by email. ProjNet Access Keys Faxed to Eligible Firms: Eligible Firms to be notified. On-Site Pre-Bid/ Pre-Proposal Conference in Tokyo Japan: To be scheduled with Eligible Firms. No stipend or reimbursement to be provided to travel and attend Conference. 1. PROJECT DESCRIPTION (PROJECT IS UNCLASSIFIED. NO SECURITY CLEARANCE REQUIRED) Pre-Solicitation SAQMMA-16-R-0291 / Tokyo CMR Upgrade FY16 Title: U.S. Embassy Tokyo Japan, Ambassador Residence / CMR Upgrade. Replacement of exterior doors and windows and remodeling of kitchen. The Ambassador's Residence (Chief of Mission Residence or CMR) is located within the U.S. Embassy premises, in Tokyo Japan. The Statement of Work (Work or Project) includes historically correct replacement of exterior doors and window and interior remodeling of the kitchen, per drawings and specifications to be provided per Request for Proposal (RFP). The performance of the Work is estimated not to exceed six (6) months. The estimated value of the resulting Contract is between US$ 5 to 6 Million. According to U.S. Embassy Tokyo, Building Permit from the local government is not required for the Project. The Work to be performed, including all material to be sourced locally, is UNCLASSIFIED. No security clearance is required from the Eligible Bidder or the Bidder awarded the Contract (Contractor), or employees, consultants, subcontractors or suppliers. During the RFP phase, a Pre-Bid / Pre-Proposal Conference at the Project site will be scheduled by the U.S. Government for the Eligible Firms. Eligible Firms shall submit personal information for all proposed persons per the RFP for the U.S Government to provide clearance to enter the project site. Following award of Contract, Contractor shall provide complete construction services per the RFP, including but not limited to construction and management in accordance with the Construction Documents (drawings and specifications) to comply with the requirements and schedules of the resulting Contract. The laws of the United States and the language of English shall apply to this Pre-Solicitation, the RFP and resulting Contract. 2. PROJECT PRE-SOLICITATION High Quality Firms with the proven capabilities and past performance that wish to participate in this solicitation shall submit a letter of interest in writing by email to Contracting Officer Michael Chu at ChuPM@state.gov. The letter of interest shall include the following information on the Firm's Letterhead. • Project Name: SAQMMA-16-R-0291 / Tokyo CMR Upgrade FY16/ • Firm Name • Indicate if Firm is a U.S. Small Business or a Non-U.S. Business • Business Full Address • Company DUNS Number for U.S. Firms and Non-U.S. Firms. • Firm Telephone Number • Firm FAX Number • Two (2) Contact Person Names • Contact Persons E-Mail Addresses • Contact Persons Telephone Numbers • Contact Persons Mobile Numbers • Current Number of Full Time Salaried Professionals • Typical Percentage Range of Work Self-Performed for project in estimated contract value range. • Brief description of any past performance at the U. S. Embassy Tokyo, including dates and contract values. • Brief description of proven capabilities and past performance relevant to the Project Description, including dates and contract values. • U.S. Small Businesses to include documentation that the firm meets the U.S. Federal Government's definition of a small business, with certification such as but not limited to: Certifications Relevant to Public Law 99-399 Statement for Qualification for Purpose of Section 402 of the Omnibus Diplomatic Security and Antiterrorism Act of 1986. • Evidence of Bonding or Irrevocable Letter of Credit Capability for 100% of the estimated value of the resulting Contract. U.S. businesses to include evidence to provide such a Bond from a surety listed with the U.S. Department of Treasury. Non-U.S. businesses to include evidence to provide such a Letter from a financial institution approved by the U.S. Government to conduct business in in the United States. Eligible Firms to be faxed access key codes to ProjNet (www.projnet.net) Plan Room and Bidder Inquiry to access the RFP solicitation documents and to post Bidder Inquiries Eligible Firms shall not share the ProjNet access key codes with subcontractors, consultants, subcontractors or suppliers. All exchange of communication of the RFP and resulting Contract documents with subcontractors, consultants, subcontractors or suppliers shall be via paper or CD and shall include accountability requirements. Eligible Firms requiring access to the RFP need to register with www.ProjNet.net and select State as the Agency to be working with. After accessing the RFP, Eligible Firms will need to be registered with the U. S. Government's System for Award Management at www.sam.gov. The RFP will include a Statement of Work, standards, and criteria for the project that set out the project SOW, construction process, post-construction activities, reference drawings and specifications, codes and standards. The RFP will require offerors to also address the following criteria in the proposal to provide schedule management, logistics management to include site and transportation security, and safety. Percy Amendment. Section 11 of the Foreign Service Buildings Act of 1926, as amended, (22 U.S.C. 302), known as the "Percy Amendment," applies to the project described in this announcement. The act provides a 10% price preference to U.S. firms on any Department of State contract when the project is estimated to exceed $5,000,000." The Percy Amendment also requires exclusion of firms from countries that exclude U.S. firms from their diplomatic construction projects. The requirements of the Act will be applied to all proposals received. U.S. firms responding to this Pre-Solicitation is required to complete and submit as part of its submission the "Percy Amendment Certification Form," which is attached to this FEDBIZOPPS announcement. If a joint venture is formed, the company having 51 percent or greater interest in the JV must be the one completing the form. Sufficient information should be provided in the Certifications and attachments thereto to determine Offeror status under the Percy Amendment, but the Department reserves the right to consider other information in the proposal submission or to obtain clarifications or additional information from the Offeror. To demonstrate performance of similar construction work for Percy Amendment purposes, offerors will need to provide information demonstrating that it has successfully completed in the United States or at a U.S. diplomatic or consular mission a construction contract or subcontract involving work of the same general type and complexity as the solicited project and having a contract or subcontract value of at least 35% of the low-end estimated value of the solicited project. ________________________________________ Contracting Office Address: 1735 N.
