- **PLEASE READ: THIS IS A PRE-SOLICITATION NOTICE. NO OTHER INFORMATION IS AVAILABLE UNTIL THE SOLICITATION IS ISSUED ON THE DATE IDENTIFIED BELOW** Solicitation Documents: The solicitation will be issued as a Request for Proposal (RFP) requiring both price and technical proposals responding to evaluation criteria described in the solicitation. Documents will only be available electronically to download from this website on or about April 15, 2016. Description: The intent of this contract is to replace a double barrel multi-plate culvert located at the intersection of M6 road and Trout creek, on the Upper Lake Ranger District of the Mendocino National Forest. Major items of work include, but are not limited to, are the following: excavation and removal of the old structure (two 150 ft. long multi-plate culverts 10 ft. in diameter) on a live stream. Currently the structure is buried under 30ft of fill material, which will be stockpiled on M6 road, and screened for later use. The old 10 ft. culverts will be replaced with a 35'-8" Span, 17'-10" rise pipe arch which will span 125 ft. on top of 335 CY of reinforced concrete stem walls and footings. There will be 385 CY of riprap and 264 CY of streambed simulation material placed to serve as streambed for aquatic organisms inside the structure. The site may require relatively extensive dewatering and a dewatering plan will be a required submittal. Unless otherwise provided, the Contractor shall furnish all labor, transportation, equipment, tools, supervision, materials and any necessary incidentals to accomplish work on this project. Location: The project is located in Lake County on the Upper Lake Ranger District of the Mendocino National Forest. The location can be found on the Kneecap Ridge Quadrangle in Township 20N, Range 9E, Section 34. Price Range: $1,000,000 to $2,000,000 Contract Time: 130 Calendar Days Site Visit: An organized site visit will be scheduled. It is estimated to be toward the end of April. When the solicitation is issued the date and time of the site visit will be included in Section L. Estimated Start Date: August 1, 2016 Set-Aside: This project is 100% set aside for Total Small Business Bonds: A Bid guarantee is required with the offer. Performance and Payment Bonds in the amount of 100% of the contract price will be required of the successful contractor within 10 days of award. Response Location: Offers will be accepted at the Northern California Acquisition Service Area, Redding Office, located within the Shasta-Trinity National Forest Headquarters at 3644 Avtech Parkway, Redding, CA 96002 NO LATER than time and date indicated on solicitation. SAM REGISTRATION REQUIREMENTS: Prospective contractors must be registered in the System for Award Management (SAM) prior to award. SAM is a consolidation of the former Central Contractor Registration (CCR) and On-line Representation and Certification Application (ORCA) databases.
