Description
THIS IS NOT A REQUEST FOR BID - PLANS AND SPECIFICATIONS ARE NOT AVAILABLE. THIS NOTICE IS BEING ISSUED TO DETERMINE IF THERE IS SUFFICIENT INTEREST FROM QUALIFIED PRIME CONTRACTORS who are Small Businesses, HUBZone small businesses, Woman owned small business concerns, 8(a) small businesses, or Service disabled veteran-owned small businesses and who intend to submit a bid for this solicitation to allow for a set-aside in one of these programs MUST submit the following by e-mail to CFLAcquisitions@dot.gov or by telefax to 720-963-3360 (Attn: Craig Holsopple) for receipt by close of business (2 p.m. local Denver time) on April 7, 2016: (1) A positive statement of your intention to submit a bid for this solicitation as a Prime Contractor; (2) A copy of the letter from SBA stating date of HUBZone small business certification or acceptance to the 8(a) small business program. In the case of a Service Disabled Veteran Owned Small Business Concern, you must provide proof of eligibility (DD form 214 or a letter of adjudication from the Veterans Administration). This information must be provided in order to determine eligibility - DO NOT SEND COPIES OF YOUR CCR PROFILE; (3) Letter from bonding agent stating your firm's capability to bond for a single project of $40 million, and your firm's aggregate bonding capacity; and (4) Provide a list of road construction projects of equal or greater value and scope to the State Route 36 project in which you performed ( as the prime contractor ) roadway excavation, uniaxial geogrid, woven geotextile, special rock embankment, rock buttress, mechanically stabilized earth wall - welded wire face, soil nail, superpave asphalt concrete pavement, hot asphalt concrete pavement, aggregate base, culvert, and horizontal drain pipe. Experience should include road construction work performed in difficult site locations located in steep terrain with significant portions of the route lying on ancient active or ancient landslides with numerous seeps and springs above and below the road, and streams crossing the road. State whether your firm was the prime contract or subcontractor on the project. DO NOT SEND INFORMATION ON PROJECTS THAT DO NOT INCLUDE THE ABOVE WORK. The size of a small business firm includes all parents, subsidiaries, affiliates, etc. Refer to the Code of Federal Regulations 13 CFR 121.103 for information on how the SBA determines affiliation and 13 CFR 121.108 regarding the penalties for misrepresentation of size status. A qualified HUBZone SBC prime contractor may not, however, subcontract more than 50% of the cost of the contract incurred for personnel to non-qualified HUBZone SBCs. PROJECT DETAILS: CA FLAP SR36(13) State Road 36 Humboldt County This project is for improvements to California State Route 36 (SR 36) in Humboldt County from milepost HUM 36.05 to HUM 40.44, which generally is between the communities of Bridgeville, CA and Dinsmore, CA. The proposed improvements to SR 36 are: •· To realign the route horizontally and vertically; •· To construct two 12 feet travel lanes with 4 feet paved shoulders; •· To install underdrains, sheet drains, and horizontal drains; •· To install culverts with diameters ranging from 18 inches to 120 inches; •· To construct reinforced soil slopes, rock embankments, rock buttresses, soil anchors, and slope meshing. Major work items include approximately:  66 acres of clearing and grubbing  427,000 cubic yards of roadway excavation  91,000 square yards of uniaxial geogrid  675,000 square yards of woven geotextile  23,000 cubic yards of special rock embankment  14,000 cubic yards of rock buttress  28,000 square feet of mechanically stabilized earth wall, welded wire face  24,000 linear feet of soil nail  28,000 tons of superpave asphalt concrete pavement  6,000 tons of hot asphalt concrete pavement  54,000 tons of aggregate base  3,000 linear feet of 24 inch diameter culvert  190 linear feet of 120 inch diameter culvert  14,000 linear feet of horizontal drain pipe Additional Information: The project site has a narrow bench and sharp curves making for a very limited construction site. The adjacent terrain is generally steep with tall slopes. The underlying geology is highly variable with a significant portion of the route lying on active or ancient landslides. There are also mapped fault zones within the project limits. There are numerous seeps and springs above and below the road, and streams crossing the road. This project is located in a sensitive natural setting. Provisions will be necessary to protect Federal or State listed endangered, threatened, or special concern species. Provisions will include limitations on when and where work can occur. Contractor-furnished biological monitors will be required for some elements of the work. SR 36 is a Caltrans facility and the project lies within the Caltrans right-of-way. The Federal Highway Administration, Central Federal Lands Highway Division is the contracting agency and will be administering this construction contract. It is anticipated that advertisement for this project will occur sometime between August 2016 and December 2016 with an award likely within 60 days after advertisement begins. Notice to proceed would likely follow 30 days after award, pending complete and correct submittals from the Contractor. Bids will be evaluated on both A (direct cost) + B (time of delay cost) components. The highway can be closed to public travel within the project limits Monday to Thursday from 8:00 am to noon and from 1:00 pm to 5:00 pm, and on Fridays from 8:00 am to noon and from 1:00 pm to 3:00 pm. The completion date will be based on the successful offeror's B component of the bid. Estimated total cost for the project is $35 to $40 million.
