- The Naval Air Systems Command (NAVAIRSYSCOM) intends to issue a delivery order under Basic Ordering Agreement N00019-16-G-0001 to The Boeing Company (Boeing), 6200 JS McDonnell Blvd, St. Louis, MO 63134-1939, on an other than full and open competition basis to integrate a Tactical Datalink (Link-16) capability in up to 75 Radar variant USMC and up to 14 Italian and 12 Spanish AV-8Bs via ECP-MDC-336. This order will provide for MIL-STD-6016E compliant message set, small form factor Link 16 terminal, and accompanying aircraft wiring and installation hardware kits. The contract action requires expertise in AV-8B aircraft engineering, integration and testing. A sole source acquisition will be procured under the authority of 10 U.S.C. 2304(c)(1) and FAR 6.302-1, "Only One Responsible Source and No Other Type of Supplies or Services will Satisfy Agency Requirements." Boeing is the sole designer, developer and manufacturer of the AV-8B aircraft, and is the only complete source of historical, design, and technical/drawing data for the AV-8B aircraft, and therefore is the only contractor with the requisite knowledge, experience, and technical data that can meet the Government's requirements on a timely basis. The Boeing Company is the only supplier with the requisite knowledge to fully integrate a Link 16 capability into the AV-8B platform within existing aircraft structural, electrical, and RF systems performance limitations and within the CY18 Initial Operational Capability requirement as stated in the HQMC Urgent Universal Needs Statement which is awaiting final Marine Corps Requirements Oversight Council signature. This notice of intent is not a request for competitive proposals and no solicitation is available. Interested parties, however, may identify their interest and capability by responding to the requirement. The Government will consider all capability information received prior to the closing date of this synopsis. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No phone inquiries will be entertained.
