Description
1. The Department of State (DOS) intends to use other than full and open competition to perform extensive inspections, repairs, and modifications to include the Programmed Depot Maintenance (PDM) of the Department of State configuration Basler DC3-TP67 multiple mission aircraft in order to support INL/A’s aviation support services program for the next five years. PDM includes battle / airframe damage analysis and repair, modification and airframe / aircraft overhaul. 2. An IDIQ contract for up to 5 aircraft (2 PDM and 3 Battle / Airframe Damage Repair) and technical services will result from this action. The IDIQ contract will have a minimum ordering amount of one unit and maximums as outlined above over a five year period of performance. Additional aircraft could be added as DOS acquires additional aircraft. 3. T he DOS DC3-TP67 configuration defined in a series of Basler Turbo Conversions, LLC drawings is a significantly modified commercial DC3-TP67 with a Federal Aviation Administration (FAA) supplemental type certificate (STC) that enables INL/A to operate the aircraft anywhere in the world to include austere combat environments. The aircraft was purpose built by Basler for unique DOS missions requiring numerous noncommercial, tactical modifications. All DOS specific modifications were researched, engineered, developed, and integrated into the aircraft by the DC3-TP67 STC holder, Basler Turbo Conversion, LLC. Examples of these extensive, specialized mission modifications include combinations of the following: · Airframe /Cockpit integrated ballistic tolerant / passive defensive armor systems · Star Safire III HD EO/IR sensor with Operator Command Station · AN/ALE-47 Countermeasures Dispenser System (CMDS) · AN/ARR-47 Missile Warning System · Internal and External Covert Lighting · On Board Oxygen Generating System (OBOGS) · Ballistic Tolerant Internal Auxiliary Fuel Tank with FAT COW capability · Long Range Wing Tanks · Fully integrated Night Vision Device cockpit instrumentation and lighting.
