GMV Requirements Annex This document is a Market Questionnaire Request For Information (RFI) for use by the U.S. Army, related to the Ground Mobility Vehicle (GMV). Written in the paragraph(s) below is additional information regarding the Market Questionnaire. We thank you in advance for your time and participation in this Market Questionnaire. I. Objectives a. The objective of the Market Questionnaire is to better understand the capabilities of existing products to meet the Army's requirements. The information gathered by the Army through this Market Questionnaire, along with other market investigation data, is solely intended for use by the U.S. Government and will not be shared with any company. For instructions and more information regarding proprietary information, please refer to Section IV of this document. b. Contractor feedback is critical to ensure that the contractual and performance requirements developed by the Government are feasible with existing commercial capability and that Government assumptions on vehicle performance are in line with the expected class of vehicle. c. Participation in this Market Questionnaire provides an important opportunity to influence the Army's approach to procuring the GMV. The U.S. Army will not provide compensation for any resources spent on this Market Questionnaire and participation is at the discretion of the respondent(s). II. Instructions a. Read the capability summary for the GMV in Section III of this Market Questionnaire. b. Answer all of the questions in the Market Questionnaire section V. These questions may be used by the Government to inform the development of the Request for Proposal (RFP) sections C and E. c. Review the GMV Requirements Annex. This annex contains a draft of the GMV Performance Specification "section 3" requirements, to include threshold and objective levels of performance. Space has been provided for the contractor to acknowledge understanding of the requirement and to provide feedback on the performance of their particular system. If certain U.S. Army capabilities identified are deemed not available, or not achievable according to the respondent's company knowledge, please include an alternate proposal(s) which would be intended to provide the intent of the capability described therein. It is the U.S. Army's desire to avoid "not applicable" (N/A) type answers. In some areas, the system performance has not been fully defined. For these requirements, the contractor is encouraged to assess their system and provided feedback on the predicted or measured performance of their vehicle. d. Please provide Quantitative or Qualitative responses as applicable. Include any supporting rationale, comments, limitations and recommendations in the column labeled "As Applicable: Limitations, Capability Comments or Alternative Proposal". e. Provide product brochures, data sheets, drawings or other forms of information relevant to this Market Questionnaire as required. Additionally, the respondent is encouraged to provide any additional information that enables the U.S. Army to gain insight into the company, product performance, reliability and warranty performance. Brochures should be provided to substantiate responses in the questionnaire and should not be considered as a substitute. III. Capability Summary for the Ground Mobility Vehicle The GMV provides mobility for a nine (9) soldier infantry squad with associated equipment to move around the close battle area. The GMV will be a lightweight, high mobility platform that will be transportable by all means including vertical lift (via CH-47 and UH-60 helicopters) and airdrop. A draft summary of program requirements are provided as an annex to this RFI. IV. Proprietary Proprietary Information. The United States Government (USG) acknowledges its obligations under 18 U.S.C. § 1905: The Trade Secrets Act to protect confidential information provided to the USG. Pursuant to this statute, the USG is willing to accept proprietary restrictions placed upon data presented in response to this survey and to protect such information from unauthorized disclosure, subject to the following: • Data must be in writing and be clearly marked PROPRIETARY and be accompanied by an explanatory text so that the USG is clearly notified regarding what data is proprietary. • Mark as proprietary only data that is truly confidential and to which there is a legal property right. • Do not mark data that is already in the public domain or is already in possession of the USG or third parties on an unclassified basis. Do not mark data that is available to the USG or to the public without restriction from another source. • Do not submit any classified data in response to this market survey. • Proprietary data transmitted electronically must have the PROPRIETARY legend on both the cover of the transmittal e-mail as well as at the beginning of the file. Proprietary information contained within the correspondence shall use the legends: "PROPRIETARY PORTION BEGINS" and "PROPRIETARY PORTION ENDS." V. Questions: Quality System Questions: 1. Is your company ISO 9001 or TS16949 certified? If yes, what is your specific certification and when was it received? When are you due to be re-certified? If no, do you have a plan to be certified? When will the certification be obtained and what is specific type? 2. How does your company manage product configuration? Does your Configuration Management (CM) process meet EIA-649, "National Consensus Standard for Configuration Management" and EIA-649-1, "CM Requirements for Defense Contracts" for CM best practices? 3. Does your company utilize Failure Modes and Effects Analyses, Production Part Approval Planning, Measurement System Analyses, Control Plans, Process Flow Diagrams, Quality Plans, and Statistical Process Control in accordance with the Advance Product Quality Planning (APQP) Manual published by the Automotive Industry Action Group (AIAG)? Please provide a detailed summary of your approach. Logistics Questions: 1. Describe your experience within the last five years of producing authenticated Department of Army Technical Manuals (DATM). If you lack the experience, briefly describe any issues and concerns and how you would approach this capability. 2. What percentage of your system is repairable with common tools (e.g. General Mechanics Tool Kit (GMTK), Forward Repair System (FRS)? 3. What special tools are required to maintain your vehicle including both scheduled and unscheduled diagnostics and services? Please provide a special tool list and cost if not included in the BII. 4. Describe any warranties that are offered for this equipment. 5. Describe your experience within the last five years of providing Contractor Logistic Support in Garrison and Deployed at both CONUS and OCONUS locations. Include both service as well as spare parts in your information. If you lack the experience, briefly describe any issues and concerns and how you would approach this capability. 6. Describe your experience within the last five years of developing provisioning data for National Stock Number (NSN) assignment In Accordance With (IAW) SAE-GEIA-STD-007 (Society of American Engineers- Government Electronics Information Technology Association-Standard-0007). If you lack the experience, briefly describe any issues and concerns and how you would approach this capability. 7. Describe your experience within the last five years of completing a Product Support Analysis and using PowerLog IAW TA-STD-0017 (TechAmerica- Standard-0017) Product Support Analysis and SAE-GEIA-STD-007 (Society of American Engineers- Government Electronics Information Technology Association-Standard-0007). If you lack this capability, briefly describe any issues and concerns and how you would approach this capability. 8. Describe your experience within the last five years of conducting Total Package Fielding (TPF). TPF includes the presentation of New Equipment Training and completing inventory and handoff of the equipment to gaining units. If you lack the experience, briefly describe any issues and concerns and how you would approach this capability. 9. Describe your experience within the last five years with developing New Equipment Training IAW Army Regulation 350-1 (AR 350-1) Army Training and Leader Development and U.S. Army Training and Doctrine Command (TRADOC) Regulation 350-70. If you lack the experience, briefly describe any issues and concerns and how you would approach this capability. 10. Describe your experience within the last five years of developing Military Packaging IAW Military Standard (MIL-STD) 2073-1 Standard Practice for Military Packaging and MIL-STD-3003, Vehicles, Wheeled: Preparation for Shipment and Storage in the past five years? If you have this experience, please describe your experience with each separately. If you lack the experience, briefly describe any issues and concerns and how you would approach this capability. 11. Does your company have the ability to develop, prototype and test the system's spare/repair parts and corresponding packaging in accordance with Military Standard (MIL-STD) 2073-1 Standard Practice for Military Packaging? If yes, please describe each separately. 12. Has your company used a subcontractor to develop packaging data for the U.S. Army in the past five years? If yes, please describe each separately.
