Description
Notice of Intent to Sole Source 20th Chemical, Biological, Radiological, Nuclear, and High Yield Explosives (CBRNE) Headquarters Facility at Aberdeen Proving Grounds, MD. USACE, Baltimore District intends to sole source the 20th CBRNE HQ Facility at APG to Whitman Requardt Associates, LLP. To date, WRA has provided design of the 20th CBRNE HQ Facility, design for renovation of existing buildings 5016 and 5046 and Comprehensive Interior Design (CID) and Structural Interior Design (SID). The previous services were completed under Contract W912DR-10-D-0045, which expired on 28 March 2016, prior to the exercising of the Optional CLINS for Title II services. The following Title II services are still required: 1. Review of shop drawings. 2. Site visits during construction. 3. Technical assistances (RFIs). 4. Commissioning services for Building 5016 5. Commissioning services for Building 5046 In accordance with FAR part 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements for these services. This notice is NOT a request for competitive proposals. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Capability statements must be received by the response date and time of this notice. Submissions will be reviewed to determine if they can meet the requirement. A determination by the Government to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. It is anticipated that an award will be issued to WRA, LLP. within approximately fifteen (15) days after the date of this notice unless the Government determines that any other organization has the capacity to meet this requirement. The approved Justification and Approval, (J&A), for this requirement will be posted following the award of this requirement. Response Date: 12:00p.m. EST April 15, 2016.
