Description
1. Introduction The New Jersey Army National Guard is looking to conduct tactical level training and exercises in realistic environments where certain types of hazards and scenarios are replicated for maximum effect. This announcement is for information only and not a request for proposal. No contract award will be made upon close of this announcement. 2. Desired End State Seeking a vendor to provide a scenario, venue and support to conduct two full scale unit level exercises in order to test the unit's capability to perform its mission essential tasks. One scenario will involve the illicit production and possible distribution of a chemical warfare agent and include functional chemical processes with simulated precursors and samples to be analyzed in the unit's mobile lab. The scenario will include active role players, discoverable intelligence products and progresses logically as the scenario develops. The other scenario will involve the collection of radiological sources and production of a radiological dispersal device. The second scenario will also include active role players, discoverable intelligence products and progresses logically as the scenario develops. 3. Training Environment Requirements Training environment must have a venue large enough that replicates a realistic metropolitan/urban environment (high rise buildings, confined space environments, below grade, etc.), with an overlay of specific and realistic CBRNE hazards. This total exercise experience is needed in order to adequately test and evaluate specific training objectives. The training venue should be within close proximity to an airfield capable of supporting C-5 aircraft is preferred. However, the training venue within a reasonable driving distance (no more than 1,000 miles) from Fort Dix so the unit can still drive in the event the air deployment is not supported. In addition, the venue must provide for adequate security, and space for vehicle staging and refit operations along with utilities to support the same.
