- Attachment A - DRAFT TPrep/PD PWS ***THIS NOTICE IS NOT A REQUEST FOR PROSALS**** This synopsis notice is posted in accordance with Federal Acquisition Regulation (FAR) Part 5.203(a). The U.S. Department of Education (the Department) anticipates posting a new Fiscal Year 2016 procurement entitled, "Impact Evaluation to Inform Teacher Preparation and Professional Development;" (hereafter called ‘TPrep/PD') on behalf of the Department's Institute of Education Sciences (IES), National Center for Education Evaluation and Regional Assistance (NCEE). The Department anticipates awarding a single contract to study the impact of support relevant for both teacher preparation and professional development. The purpose of this study is to provide information about effective practices in both of the areas noted above. A Copy of the DRAFT TPrep/PD Performance Work Statement (PWS) (Attachment A) is attached for full disclosure. This study will test intensive opportunities for teachers in elementary schools (grades 3-5) to be videotaped and receive ratings and high-quality feedback for improving practice with follow-up as the core focus of the study. The study includes a novice teacher sample and an early career teacher sample (teachers who are in their 2nd to 4th year of teaching). The study will also provide information that is useful for both teacher preparation and in-service teacher professional development, in addition to having the potential to inform teacher certification. ANTICIPATED PERIOD OF PERFORMANCE The anticipated contract will include an 18-month Base Period with four Option Periods, resulting in a contract with a total period of performance of 69 months. The information below illustrates the anticipated overlap in the Period of Performance: Base Period Oct. 2016-Mar. 2018 Length - 18 months Months 1-18 Option Period I Sept.2017-Mar 2019 Length - 19 months Overlaps with base by 7 months Months 12-30 Option Period II Sept.2018-Mar 2020 Length - 19 months Overlaps with Period I by 7 months Months 24-42 Option Period III Sept.2019-Mar 2021 Length - 19 months Overlaps with Period II by 7 months Months 36-54 Option Period IV Sept.2020-Jun 2022 Length - 22 months Overlaps with Period III by 7 months Months 48-69 ANTICIPATED ACQUISITION STRATEGY The Department anticipates posting the Request for Proposals in May 2016. It is also anticipated that the acquisition strategy will be a negotiated, competitive acquisition (open to both small and large businesses) conducted in accordance with FAR Part 15.
