- Sources Sought Instructions *Sources Sought Synopsis template starts on Page 2 Sources Sought Instructions (These can be deleted prior to request for KO review of the completed Sources Sought Synopsis template): Since a Sources Sought posting is not the same as a normal solicitation, it requires a different process. 1. Create a Solicitation document (just to get a solicitation number). You do not need to fill out the solicitation now, since we just need it for the number (if eventually doing a competitive purchase, the solicitation document can be filled out at that time. If eventually doing a sole source, the solicitation document may never be completed, which is fine). 2. Fill out a Sources Sought Synopsis. A template is located on pages 2 and 3 of this document. 3. Have the Sources Sought Synopsis document approved by the Contracting Officer, and then post on ASFI; there will be an option to choose "Sources Sought" once you enter the solicitation number in the ASFI posting process. 4. The Sources Sought Synopsis should automatically transfer from ASFI to FedBizOpps. Upload proof of FedBizOpps posting to PCF. 5. Document all responses in the Sources Sought Responses Summary excel document. 6. Upload the companies' responses (emails, attachments, etc) to PCF. 7. Work with the TPOC to determine which companies he believes can meet his requirement based on their responses to the Sources Sought posting. Sources Sought Synopsis Template: (1) Action Code : SOURCES SOUGHT This is a Sources Sought Notice only. This is not a request for proposal, but a survey to locate potential sources. This Sources Sought does not constitute an Invitation for Bids, Request for Proposals, or a Request for Quotations, and is not to be construed as a commitment by the Government to issue an order or otherwise pay for the information solicited, nor is it a guarantee of a forthcoming solicitation or contract. It is for market research purposes only. Respondents will not be notified of the results of the evaluation. Objective: To find sources that are qualified to meet the supplies/services as listed in section 11B. Note that the specific requirements in section C are subject to change prior to the release of any solicitation. B. The Atmospheric Sensing Branch (RDRL-CIE-S) within The Battlefield Environment Division (BED) of the Computational and Information Sciences Directorate (CISD) at the Army Research Laboratory (ARL) requires an ultra-sensitive detector that can be used to record altra-weak Raman spectra and the trapped micron-sized particle from the Government-owned Princeton Instruments SCT-320 Imaging Spectograph. To conduct the necessary research, the detector requires the following characteristics: (1) High photon-electron quantum efficiency (QE) from ultra-violet (UV) to infraread (IR). QE>30% within 200 nanometers (nm)-900nm wavelength region; QE>90% at peak wavelength; (2) 1600 x 200 pixels with 16 micrometers (μm) pixel size to gain high spectral resolution; (3) Electron multiplication (EM) function to amplify weak signals above the read noise floor; (4) Deep thermoelectric cooling with air or liquid recirculation minimizes dark current, allowing long exposure times (Read noise <1 electrons root mean square (e-rms); dark current < 0.01 electrons per pixel per second (e-/p/s); (5) Single fused silica vacuum window to reduce reflection losses from the UV to the NIR; Anti-reflection coating (AR) and wedge to reduce the photon reflection loss; (6) At least 1 Megahertz (MHz) read-out rate to reach 4000 frames per second spectral recording rate; (7) Gigabit Ethernet (GigE) Reliable data transmission over 50 m for remote operation; (8) Compatible with the laboratory-owned IsoPlane SCT-320 spectrograph, procured in W911QX-14-P-0297, and can be operated by LightField, procured in W911QX-16-P-0042, and WinSpec software to control both the detector and the spectrograph.
