- Attachment C- TPrep/PD Capability Statement Instructions Attachment B- TPrep/PD Vendor Collaboration Webinar Slides Attachment A- Draft TPrep/PD PWS ***THIS NOTICE IS NOT A REQUEST FOR PROSALS**** The U.S. Department of Education (the Department) is hosting a Vendor Collaboration Webinar Event to provide details regarding a new Fiscal Year 2016 procurement entitled, "Impact Evaluation to Inform Teacher Preparation and Professional Development;" on behalf of the Department's Institute of Education Sciences (IES), National Center for Education Evaluation and Regional Assistance (NCEE). The Webinar is scheduled to be held on April 11, 2016. The intent of the Webinar is to allow interested parties and prospective, eligible offerors to obtain key information on the requirement, to allow for a robust understanding of the respective requirement in its entirety, to obtain valuable feedback on the Draft Impact Evaluation to Inform Teacher Preparation and Professional Development (hereafter call TPrep/PD) Performance Work Statement (PWS) from industry, and to provide a platform whereby both large and small businesses may obtain information on other interested parties to support small business subcontracting opportunities, and small business partnering and/or teaming arrangements. Interested parties and prospective offerors are asked to submit capability statements. However, choosing to not submit a capability statement will not prohibit a prospective offerors' ability to submit proposals if/when the solicitation is released. Interested parties are asked to R.S.V.P. by sending an email containing their company name, number of attendees, socio economic size status, the applicable NAICS code, and a key point of contact to Sadaf.Afkhami@ed.gov (cc: Veronica.Price@ed.gov ), no later than 12 PM (noon) EST, Monday, April 8th, 2016. Requirement Overview: The Department anticipates on awarding a single contract to study the impact evaluation of support relevant for both teacher preparation and professional development. The purpose of this study is to provide information about effective practices in both of the above areas. This study will test intensive opportunities for teachers in elementary schools (grades 3-5) to be videotaped and receive ratings and high-quality feedback for improving practice with follow-up as the core focus of the study. The study includes a novice teacher sample and an early career teacher sample (teachers who are in their 2nd to 4th year of teaching), and will provide information that is useful for both teacher preparation and in-service teacher professional development. It also has the potential to inform teacher certification. The anticipated contract will include an 18-month Base Period with four Option Periods, resulting in a contract with a total period of performance of 69 months.
