- Solicitation Attachment #4 Solicitation Attachment #3 Solicitation Attachment #2 Solicitation Attachment #1 Solicitation SF 33 Form This is the official Request for Proposal for this request. The Iowa Army National Guard's (IARNG) Midwest Counterdrug Training Center (MCTC) has a requirement for Technical Instruction Services for a Basic Narcotics Investigations course. The IARNG anticipates award on or about 13 May 2016. Initial award will be for a base period from date of award to 30 September 2016, and will include three (3) iterations with dates and locations to be determined by MCTC. The initial award will also be for one (1) option period that will include a maximum of six (6) iterations, dependent upon available funding and need determined by the MCTC, with dates and locations to be determined between 1 October 2016 - 30 September 2017. The requested course shall provide a 10-day, 80-hour block of instruction to law enforcement officers and/or military personnel. The course shall be designed to give newly appointed narcotics officers an overview of the major responsibilities of a drug law enforcement agent or investigator. The curriculum shall provide an interactive forum that facilitates the exchange of information, promotes discussions of commonly experienced drug-related situations, and identifies effective drug enforcement strategies. Practical exercises shall be used to reinforce topics. The course shall emphasize the basics of drug investigations to include: intelligence, drug identification and recognition, pharmaceutical investigations, developing and handling informants, undercover investigations, physical surveillance, writing search warrants, and prosecution. The course shall include a drug investigation practical exercise that takes students from beginning (intelligence) to end (prosecution). The training plan for this course shall be devised to enable participants to demonstrate basic knowledge and skills to function sufficiently on an interim basis in the drug law enforcement arena until mentor coaching, advanced training, and field experience elevates the participant's level of competency. Funds are not presently available for this acquisition. No contract award will be made until appropriated funds are made available.
